See thoughts below. The Problem: A Valuable Tool is Now Missing An expensive hydraulic rebar cutter is missing. We understand this is not the first time this tool has gone missing and been replaced. Sylvester was the last person in possession of this tool. We collected all the men in the tunnel today. Of course, no one claimed to know or see anything. A conversation was had that consequences are imminent and that new security measures will be going into place. Consequences and Security Measures Our recommendation is that the storage area in the tunnel will be converted to a secure Tool Shop. A Tool Guy will be assigned the responsibility of cleaning, maintaining, inventorying, replacing, and tracking valuable tools. Persons needing a tool will have to sign the tool out, and will then become financially responsible for that tool until it is returned. If it disappears on that person's watch and the person who took the tool is not identified, EFTA01029397 the cost of replacing the tool will come out of the responsible individual's paycheck. If a person is caught stealing a tool, or if a witness is revealed who had failed to come forward, both persons will be released effective immediately. We have alerted the barge mate to his responsibility of keeping eyes on what comes and goes on the barge, including and especially vehicles. Bags or backpacks will be searched before departures from the islands. Recommended Staffing Transitions We would like to release Sylvester today. This has already been discussed with JE as we need a more skilled lead carpenter. Due to timing, the rest of the crew might assume that this is what happens when tools go missing. We will allow the timing to serve as a warning. Per Mr. Epstein's instruction last night, we will also release Okeam Freeman today. (He is not here, but will be provided noticed of his release today.) We will pursue with diligence a new quality carpenter. I would like access to Sylvester's current salary. Meanwhile, we will contract with independent contractors per his instruction to ensure that Mr. Epstein's projects continue in a timely manner. We will hire a Tool Guy at the usual contractor rate of $15.00 per hour. We will assign him a radio so that he can be useful in other areas when he is not working with the tools. He will be responsible for setting up the new tool shop, creating the inventory, and getting the ball rolling. I expect this to cut down on the costly expense and time of new tool purchases. We will hire a rust remediation guy per JE's instructionat $15 per hour. This person will have the sole responsibility of addressing all the rust on both islands and on the vehicles. His job will not only be addressing existing rust, but preventative maintenance as well. I am currently investigating cleaning companies. Per JE's instruction, we will be transitioning housekeeping staff. Our most valuable person in housekeeping is Dulce.
