There were two options submitted for review. The options are as follows: I. Manual Switch Option Includes: • (2) Riser pole Fault Interrupters • (2) Primary Pad-mount Meters • (2) S&C Switches (Manual Operation and Isolation) 2. Automatic Switch Option: • (2) Riser pole Fault Interrupters • (2) Primary Pad-mount Meters • (2) S&C Switches (Automatic Operation and Isolation) I recommend the automatic option as this option is much more reliable than the manual option. This will offer more flexibility for outages on one of the two distribution circuits connected to the LSJ/GSJ distribution network as designed. The manual option will work but the switches will have to be operated manually and according to which island staff resides may be a big factor in restoration time. The automatic option will restore service in within seconds once one of the distribution circuits from WAPA experiences a loss of voltage. This option will also restore the network back to normal once the voltage returns and is stable. Please let me know if you accept this recommendation as well as your reaction to my recommendation on the submarine cable. We should also discuss who will notify the bidders of the decision. Additionally, providing these recommendations satisfies milestone number 3 of our agreement.
