Dear Johann, Great St. Jim, LLC has recently purchased the island of Great St. James, and would like • to conduct maintenance activities on the existing dock. They would also like to place a reverse osmosis (RO) intake line beneath the dock which would hand down from the dock and then extend into water at the terminus of the dock. We have the original CZM permit for the dock, and the joint application to the COE from 1987 but have not been able to acquire a copy of the COE permit. We request your assistance in that regard. There is an old RO intake line under the dock which we do not believe which was ever included in the permits and this will be removed. We would like to permit a new intake line to be placed beneath the dock. The dock which is located in the northeast bay on the island of Great St. James has a concrete landing at the shoreline and then extends 62'1" and is 4'10" wide. The decks is wooden on 12 1' diameter wooden piles. There are two 10" steps into the water on the end of the dock and a 9' high sign on the end of the dock supported by two 4"x4" post. The applicant would like to replace the boards on the dock and undertake necessary above the water maintenance on the dock. The applicant would also like to place a 6" diameter HDPE intake line to the terminus of the dock and then suspend a wedge wire intake to a depth of 2' to provide seawater for a RO to provide water for the island. The purpose of the dock is to provide residential access. We believe that the dock maintenance can be permitted under Nationwide Permit #3 Maintenance. We request your guidance on the permitting of the RO intake line. 1 EFTA01090507 Please find the PCN, drawings of the existing dock, and a brief environmental report on the area. As that the applicant has recently purchased the island, we wish to document the state in which the bay was found upon purchase. There has been a notable amount of seagrass damage, which was noted during due diligence prior to the purchase of the island. And based on witness accounts additional damage occurred when the previous owner had a barge come ashore in the shallow bay to remove equipment as they were vacating. Apparently the barge became grounded and had a very difficult time getting free resulting in a large amount of damage to the existing seagrass beds.
