UNSUB was being instructed to pick up underage girls at designated locations, and deliver them to a service entrance at the Governor's mansion. Helf has carried this information with him for years, but now feels if Epstein can be placed at the governor's mansion in the 1980's, that may add something to the ongoing case against him.
