U.S. Department of Justice Federal Bureau of Prisons Correctional Programs Division MEMORANDUM FOR FROM: Counter Terrorism Unit May 17, 2021 SUBJECT: Implied Threats - eGuardian RE: David Grazette Background On April 26, 2021, the Counter Terrorism Unit (CTU) was made aware that an individual by the name of David Grazette entered MDC Brooklyn via the West Lobby and advised that he wished to visit inmate Ghislaine Maxwell, Reg. No. 02879-509. The Special Investigative Lieutenant that was on duty at the time reported to the front lobby and explained visiting procedures. It was reported that Mr. Grazette asked if he could "ring her bell and ask her can she please see me." The Lieutenant advised Mr. Grazette of the visiting procedures, again, and he stated he would write inmate Maxwell and request to be placed on her visiting list. Mr. Grazette left without incident; however, the Lieutenant was aware that Mr. Grazette was frequently writing inmate Maxwell and notified CTU of the incident. -FOIA EXEMPT- SENSITIVE BUT UNCLASSIFIED 3501.490-005 Page 1 of 4 SUBJECT TO PROTECTIVE ORDER PARAGRAPHS 7, 8, 9, 10, 15, and 17 EFTA_00096098 EFTA01250089 On April 29, 2021, CTU was notified that Mr. Grazette attempted to establish a legal visit with inmate Maxwell. MDC Brooklyn attorneys requested that Mr. Grazette provide his BAR information. Mr. Grazette rovided his New York Notary Identification Number, via email ). Legal denied the visit based on this information. Mr. Grazette responded. "No, they're called "legal visits." Not "attorney visits," a Notary has the power to execute legal contracts. I demand you give Ghislaine Maxwell Register (Number: 02789-509) the right to exercise her right to legal counsel. Be well, David Grazette (SIC)" The portion of the email exchange that was provided to CTU is attached in its entirety. Mr. Grazette regularly writes inmate Maxwell, who is housed at MDC Brooklyn awaiting trial. The contents of these letters appear sporadic. However, closer examination of the totality of the context has revealed that Mr. Grazette's correspondence not only indicates an insalubrious infatuation with inmate Maxwell, but purports indirect threats. This is further exemplified by the attempts he has made to gain access to inmate Maxwell at MDC Brooklyn by means of establishing himself as an approved visitor and falsely representing himself in an attempt to obtain a legal visit with her. CTU was advised that MDC staff, especially those assigned to perimeter patrols, were made aware of Mr. Grazette and advised to use caution if approached. Intelligence Correspondence David Grazette is believed to be residing at . In his letters, he states he also utilizes . According to information obtained from a civil filing in New York, 20CIV0965 (Attached), Mr. Grazette to have had incidents with law enforcement that case appears specific area of concern is was wrongfully arrested for "wanting to kill a cop." . In the civil filing the where Mr. Grazette alleges that he CTU intelligence analysts (IA) reviewed the context of nineteen letters (19) authored by Mr. Grazette to inmate Maxwell between March 30, 2021 and May 11, 2021. -FOIA EXEMPT- SENSITIVE BUT UNCLASSIFIED 3501.490-005 Page 2 of 4 SUBJECT TO PROTECTIVE ORDER PARAGRAPHS 7, 8, 9, 10, 15, and 17 EFTA_00096099 EFTA01250090 The IA(s) found that amongst the benign writing the context contained implied threats and referenced known conspiracy theorists and social/political antagonists, such as QAnon. Additional cause for concern are several letters where Mr. Grazette references staff at MDC Brooklyn, inmate Maxwell's guards and areas he is acquainting himself with. In a typed letter from inmate aid ( ), dated received at MDC Brooklyn April 20, 2021, Mr. Grazette provides a picture of himself among buildings in what appears to be New York and in the body of the letter states, "this is one of the many lethal chambers throughout the city that I am acquainting myself with." In another inmate aid letter post marked, April 19, 2021, Mr. Grazette references violence against police by stating, "...fireworks went off that seem to put the folks in charge of the sirens in a bit of a kerfuffle, weird. I thoroughly enjoy fireworks. Especially, citizen used fireworks." He also provided pictures of New York University, most notably, a podium that has a sign "New York University, Department of Safety." In another letter from inmate aid, postmarked April 30, 2021, Grazette states, "Let me fight for you. Drop a pipe bomb (figuratively speaking, reviewer).Your lawyers releasing information, talking to the bullshit mainstream media isn't going to do a thing. Use me to swing the pendulum." In a hand written letter, dated received, May 10, 2021 at MDC Brooklyn, Mr. Grazette expresses his disdain for the staff at MDC Brooklyn. Based on his expressed disdain at the beginning of the letter, it is believed the following statement in the letter is referencing staff, "you could have two of the biggest henchmen I've ever seen. If that's true, have your body guards doing more cardio. Would be a shame if caught at a chamber with an open field." Mr. Grazette's letters make several references to fiction horror stories. In several letters he references H.P. Lovecraft's book, "The Thing on the Doorstep" (Attached). A review of this publication revealed that the story begins with the narrator explaining that he isn't a murderer for shooting his friend in the head six (6) times while the friend was in a cell in a sanitarium. Additionally, in the correspondence dated received at MDC Brooklyn April 22, 2021, Mr. Grazette provides a photocopy of pages from what appears to be an Anne Rice novel, The Tale of the Body Thief.
