On 12/06/01, OCVAN received intelligence from the WPBPD concerning Maxwell.
According to the report, Maxwell is hiring young women from PBAC to come toher
house and answer the phone. They are paid $200.00 per day for htis service. It
is unclear what is occurring in the residence, however, contact information for
PBAC students was provided. Follow-up will be initiated as soon as possible.

were approached by an English woman who
identified herself as Maxwell, on the Palm Beach Atlantic Campus. Maxwell said
she needed young, beautiful unmarried women to answer phones and do office work at
her home on Palm Beach. kristin went to the house on several occasssions and
described the telephone calls as men call in saying when they were going to drop
of particular girls. All three girls said Maxwell and Epstein were secretive
about what was going on at the house, and at least two of the girls complained
about Epstein touching them inappropriately. They said Maxwell asked for a list
of other girls who she could call to work on short notice. She said she needed a
large pool of girls to call as she did not know how many she would need at any
given time. The callers were receptive to the idea of forwarding numbers of

Numerous attempts were made to reach the girls at the above listed number with
negative results. Finally, I contacted PBA security who stated the college was
closed for the semester and would not re open until next year.
In the beginning of January, many messages were left which met with negative
results.
A check of Jeffrey E Epstein, DOB 01/20/53, revealed an expired florida drivers
license of E-123-425-53-020-0. Epstein did not return with any criminal history.
An Accurint check revealed he has a florida concealed weapon permit 49012027,
which expires on 03/29/05. Several ownership address were listed for Epstein
including 358 El Brillo Way, Palm Beach, 457 Madision Ave, New York, NY, and
numerous vehicle and watercraft ownerships. In addition, many UCC filings were
recorded. Finally, associations were listed with the following companies:
Ghislaine Corp (Inactive); Har Adom, Limited (CO-Active); L.A.W. Plantation
Management (GA-Active); Nine East 71st street Corp. (NY-Active); ARC Licensing
Corp (TX-Deadl; and the other two Florida inactive corporations.
A check of Ghislaine Noelle Maxwell, DOB 12/25/61, revealed a valid florida driver
license IM 240-294-91-965-0, with no criminal history. An Accurint check on
Maxwell revealed numerous vehicles, with nothing additional.
On 1/28/02, trash pulls were initiated on this case, and conducted intermittently
through 4/16/02. Numerous intelligence items were discovered within the trash, to
include: individual directory listings for massages in New York, and the United
Kingdom, numerous phone messages, daily calendars, list of female names titled
"People that I want you to meet", listing females, ages, descriptions, and what
they do (trash pull on 3/29/02), front page of bell south phone bill indicating

indicate a weapon is kept on the property, financial information, nude photographs
of women and numerous references to massages through daily calendars, phone

with Epstein/Maxwell/358 El Brillo Way, and is documented in the file.
It should be noted that all attempts to reach reporting parties have met with
negative results at this time.
On 02/8/02, an investigative subpoena was completed requesting all incoming and
outgoing lines to the address 358 El Brillo Way.
On 02/13/02, the above referenced subpoena was received from the SAO and was
served on Bell South via fax.
On 02/12/02, an inquiry into corporations on line revealed Jeffrey E. Epstein
related to three Florida entities: Financial Strategy Group, Inc; Ghislaine Corp;
Financial Trustees, Inc. None of the aforementioned entities are active.
On 02/22/02, 1 received information from Bell South which revealed the following

listed under the name Jeffrey Epstein.
On 03/1/02, the above referenced subpoena was received from the SAO and was

received and Bell South was working on the information.
On 03/11/02, documents phone records were received from Bell South and evaluated.
With the exception of their being numerous phone lines at the residence, nothing
unusual was detected.

On January 3, 2008, an article in the Palm Beach Daily News revealed Epstein's
plea hearing was postponed until March of 2008. Epstein, had agreed to plea in
State court on the charges filed against him. Based on a agreement with Federal
authorities Epstein was to plea to a 18 month imprisonment followed by house
arrest. Epstein was to register as a sex offender for life. According to the
article Epstein decided at the last minute not register as a sex offender and
wished to negotiate that option further. FBI agent Nesbitt Kurkyandall was
notified of the findings.

On August 10, 2004 I received an intelligence report written by Off. Trion indicating that he had been
flagged down by a taxi cab driver who had just dropped off two unknown white females, who appeared
to be approximately 15 and 17 yoa, at the residence of Epstein, 358 El Brillo Way. The taxi cab drive
stated that he picked the females up in West Palm Beach and while traveling to Epstein's residence he
overheard the females discussing how much money they would make "dating" In Palm Beach and
possible drug use.
Off. Irion drove by the residence and observed two vehicles in the driveway, one registered to Epstein, a
black Chevy V99YEE and a black Mercedes bearing FL U9080L, which came back as no record found.
Det. Recarey would also complete a drive by later in the evening and observe a white female enter a
small red vehicle, FL H8OPIP. This vehicle is registered to
No further information regarding known criminal activity obtained; however, efforts will be made to
commence trash pulls from Epstein's residence in the near future.

According the report, Alfredo Rodriguez, who is the property manager for 358 El Brillo Way, which is the
residence of Jeffrey Epstein, responded to the Police station to report that a suspicious vehicle was
parked in the driveway of the residence.
Upon arrival, Off. Munyan came into contact with Elwho advised that she was there to pick up an
envelope from the homeowner (Epstein). Rodri uez stated that Epstein did leave an envelope fo
and went inside to retrieve it. While waiting,

details some of the financial ventures and background regarding Epstein. According the this article,
Epstein is a financial manager and only has a clientele with a net worth of 1 billion dollars.

On March 30, 2005, I was asked to begin conducting surveillance and trash pulls reference Detective
Pagan investigating Epstein as a suspect involved in a sexual battery of a 14 year old female. I was
advised that Epstein was possibly engaging in sexual contact with young females.
March 30, 2005, I made contact with Town of Palm Beach Sanitation Office Supervisor, and requested
trash pulls for 358EI Brillo Way to begin on March 31, 2005.
March 31, 2005 at 9:20 a.m., I met with Town of Palm Beach sanitation employee, Jeffrey who collected
seventeen white plastic trash bags from Epstein's property and turned them over to me.
I took the trash bags to the sanitation office were I sifted through them. I collected mail

March 31, 2005, at 3:00 p.m., I set up a surveillance vehicle equipped with a video monitoring device.
The surveillance vehicle was parked approximately fifty feet east of Epstein's driveway, to monitor and
record all vehicle and pedestrian traffic entering and leaving Epstein's property.
Video surveillance was conducted near Epstein's property from March 31 through April 3, 2005.

On April 01, 2005 at 9:30 a.m., while parked in the area of 358 El Brillo Way waiting to collect Epstein's
trash from public works, I observed a white female, who I recognized as

Florida driver's license search I conducted from mail correspondence collected from the trash. I made no
contact with
While parked in the area, I also observed Epstein's GMC Yukon truck leave the
property as well as other vehicles arrive and park across the street from the property. The occupants of
these vehicle appeared to be house workers, maintenance, and gardeners.
At 9:38 a.m., I collected trash from sanitation employee, Jessie. I sifted through the trash and collected
mail correspondence addressed toJeffrey Epstein, automotive records and personal documents for
as well as "Jeffrey Epstein" notepaper with girls names and times
(Vanessa, Brittany).
I also found a three inch purple finger size object which had a broken end. The object appeared to be a
broke piece from a sexual toy (Cyclone Vibrator) possibly used for rectal gratification.. The object was
photographed for Detective Pagan, packaged in a biohazard evidence bag (possible body fluids) and
secured as investigative evidence.

During the month of April 2005, trash pull were conducted at 358 El Brillo Way to gather further
intelligence related to Detective Pagan's Investigation of Jeffrey Epstein possibly being sexually involved
with underage girls.
Trash from Epstein's residence was collected by Palm Beach Sanitation employee, Jessie. The trash bags
from Epstein's were turned directly over to me upon Jessie driving away from the property on most
days, however if I was unable to met with Jessie, he would leave the Epstein's trash bags at a designated
area at the sanitation office.
All trash collected from Epstein's which included, mail correspondences addressed to Jeffrey Epstein,
and other household members, notepad papers, with names, telephone numbers, notes and a three
inch purple object that appeared to be part of a sexual toy were turned over to Detective Pagan.

Detective Pagan requested that I begin trash pulls for the purpose of gather intelligence.
I made contact with Tony Higgins of Palm Beach Sanitation and requested that on June 15, 2005, all of
Epstein's trash be collected and transported to the sanitation department.

On Wednesday September 21, 2005 Detective Recarey requested that the trash at 358 El Brillo Way be
collected for evidentiary purposes. I contacted Sanitation Supervisor Tony Higgins at ext 7041 and
requested that the trash be collected while an investigator observes the collection. He then contacted
Jeff Williams, who is the employee on that route and informed him to contact me prior to picking up the
trash. At 9:30 a.m., I had not received a call from Mr. Williams so I responded to the area to wait for him
to arrive. As I approached El Brillo Way, I observed Jeff Williams driving his collection vehicle eastbound
on El Brillo to South County Road. I met with Williams on South County Road and collected tour bags
from the back of his truck. I then responded to the Police Department and informed Detective Recarey
that I would search through the trash. He then met with me in the basement area and assisted in the
search for items. Several items of paper with information either typed or handwritten was taken Into

Contact was made with Supervisor Higgins, to request that trash be collected again on Friday September
23, 2005.

PB Sanitation worker Jeff Williams. I observed Williams enter the driveway of 358 El Brillo and remove
several plastic bags of trash and place the contents into the back of an empty sanitation truck.
I then followed Williams to a predetermined location and seized the trash from the truck. The trash was
transported to the Palm Beach Police Department where I began sifting through its contents. There
were a total of 4 white In color plastic bags and each contained documentation and correspondence for
358 El Brillo and Jeffrey Epstein. All documents of evidentiary value were removed and turned over to
Det. Recarey for follow-up.
No further action taken.

with PB Sanitation worker Jeff Williams. I observed Williams enter the driveway of 358 El Brillo and
remove several plastic bags of trash and place the contents into the back of an empty sanitation truck.
I then followed Williams to a predetermined location and seized the trash from the truck. The trash was
transported to the Palm Beach Police Department where I began sifting through its contents. There
were a total of 7 white in color plastic bags with a red tie and 1 black in color bag which contained 2
white in color plastic bags with a red tie. Each of the bags contained documentation and
correspondence for 358 El Brillo and Jeffrey Epstein. Also located was a broken piece of a hard plastic or
clear acrylic stick, which was shaped with small ridges. This device Is commonly used as a sexual toy
which is inserted into the vagina or anus for stimulation. This item, along with all documents of
evidentiary value were removed and turned over to Det. Recarey for follow-up.
On or about Tuesday October 4, 2005 at approximately 0928 hours, I responded to 358 El Brillo and met
with PB Sanitation worker Jeff Williams. I observed Williams enter the driveway of 358 El Brillo and
remove several plastic bags of trash and place the contents into the side well of the sanitation truck.
This side of the truck is separate from the rear of the truck and does not come into contact with other
trash.
I then followed Williams to a predetermined location and seized the trash from the truck. The trash was
transported to the Palm Beach Police Department where I began sifting through its contents. There
were a total of 2 white in color plastic bags which were tied at the top. Each of the bags contained
documentation and correspondence for 358 El Brillo and Jeffrey Epstein. All documents of evidentiary
value were removed and turned over to Det. Recarey for follow-up.

of stationary with "Jeffrey E. Epstein" typed at the bottom. Handwritten on the letter was, "Luba Sunday
100 (1:00), Improve Saturday 1500 Bay Road Miami Flamingos Beach". Nothing of evidentiary value was
located.

with PB Sanitation worker Jeff Williams. I observed Williams enter the driveway of 358 El Brillo and
verify that no trash was available for removal. Det. Recarey was notified to that affect.
On Thursday, October 20, 2005 at approximately 0920 hours, a search warrant was executed at the
residence of Jeffrey Epstein, 358 El Brillo, Palm Beach by Det. Joseph Recarey. Further details of the
items seized will be completed at a later date. Investigation continues.

that on November 14, 2005, I begin trash pulls at Jeffrey Epstein's residence located 358 El Brillo
Avenue.
On November 14, 2005 at 8:30 a.m., I responded to 358 El Brillo. Upon my arrival, I made contact with
Town of Palm Beach Public Works Supervisor, Dwayne Taylor. I requested that Taylor contact the
employee assigned to the route of Epstein's residence and advise them to turn the trash over to me
upon collecting it.

Inside the white bag, I found a Jeffrey E. Epstein white piece of note pad paper with a telephone number
(917-847-6584). This telephone number was held for evidentiary value, and turned over to Det. Recarey
for follow-up.

employee, at 9:26 a.m., I observed Epstein's vehicle, a black 2004 Chevrolet Suburban leave the
property with one occupant. I was unable to identify the driver of the vehicle.
At 10:49 a.m., I met with P8 Sanitation worker Jeffreyy Williams. I observed Williams enter the driveway
of 358 El Brillo. I observed Williams return to the sanitation truck without any trash bags from Epstein's
property. I then followed Williams to a predetermined location, to confirm that no trash had been
collected from Epsteins property. Williams advised me that Epstein's trash containers were empty.

sanitation truck with a white trash bag from Epstein's property. I then followed Jessie to a
predetermined location, to seize the trash from the truck.
I transported the trash to the Palm Beach Sanitaion Department where I began sifting through its
contents. The white trash bag was tied in a knot at the top. The bag contained documentation and
correspondence for Janusz Banasiak and two news letter magazines containing black and white adult
pornographic pictures, articles and classified sex ads.
The magazines and correspondences addressed to Banasiak were collected for Detective Recarey. Upon
returning to the police department, Detective Recarey advised me that materials collected contained
nothing of evidentiary value.

Williams collect the trash from Epstein's property. I then followed Williams to a predetermined
location, to seize the trash from the truck.
I transported the trash to the Palm Beach Sanitation Department where I began sifting through its
contents. The trash bag was white in color with a knot tied at the top. The bag contained documentation
and correspondence for Janusz Banasiak and Palm Beach magazines address to Jeffrey Epstein.
The trash bag contained nothing of evidentiary value.
Upon returning to the police department, I was advised by Sgt. Dean per Sgt. Frick to discontinue the
trash pull for 358 El. Brillo.

On June 30, 2008, Epstein pled guilty to the charges of Solicitation of Prostitution and procurement of a
minor for prostitution. He was sentenced to 18 months imprisonment and must register as a sex
offender. The Palm Beach Daily news as well as other sources of media rant the story. The Daily news

Palm Beach billionaire Jeffrey Epstein pleaded guilty Monday morning in Palm Beach Circuit Court to
felony charges that he solicited underage girls for prostitution.
Judge Deborah Dale Pucillo sentenced Epstein, 55, to 18 months at the Palm Beach County Jail, followed
by 12 months of house arrest, during which he will be confined to his home on El Brillo Way and
permitted to leave only for work or community service.

Epstein was taken directly into custody.
He was sentenced to 12 months in jail for solicitation of a prostitute and six months for procuring a
person under age 18 for prostitution.
That will be followed by 12 months of house arrest, during which time he will be allowed no
unsupervised contact with minors and no access to pornographic materials. The State Attorney's Office
would not say how many victims there were in the case, but the incidents occurred in 2004 and 2005.
In court Monday, Epstein wore a blue blazer, tennis shoes and blue jeans and was accompanied by at
least two attorneys, West Palm Beach lawyer Jack A. Goldberger and Miami attorney Guy Lewis.
Epstein responded politely when asked by the judge if he had read and fully understood the terms of his
plea agreement.
As a condition of the agreement, Epstein will be registered as a sex offender for the rest of his life. But
he will not be required to undergo treatment for his condition. His lawyer said Epstein has been seeing a
psychiatrist.
After he leaves jail, Epstein will not be required to wear an electronic monitor, but will have to keep a
daily log of his activities and maintain weekly contact with a probation officer. He will be allowed to
leave his home for up to a half-hour while traveling to and from work or community service.
Goldberger would not comment on the case. But Epstein's spokesman, Howard J. Rubenstein, said in a
statement that Epstein has now resolved the criminal case.
"Mr. Epstein accepted responsibility for the charges, relating to conduct that occurred several years
ago," Rubenstein said.
A Manhattan investment banker, Epstein was scheduled to go to trial in July after being indicted in July
2006 on a felony charge of soliciting prostitution.

The Indictment followed an 11-month investigation by Palm Beach Police. Police said Epstein paid five
underage girls for massages and sometimes sex at his El Brillo Way home.
Epstein also faces five lawsuits in federal and state courts from women who claim that he sexually
assaulted them when they were younger than 18. The lawsuits claim Epstein procured the underage
girls, through a Palm Beach Community College student, to come to his El Brillo Way home and give him
massages.
Lewis, who is representing him in the civil cases, has said the lawsuits are without merit and that the
alleged victims lied about their ages.
Epstein was cuffed, fingerprinted and taken to jail. He will fulfill a 12-month community service
requirement at his own nonprofit Florida science foundation.

the following:
Two underage girls who claim to have been sexually abused by Palm Beach billionaire Jeffrey Epstein
appeared in federal court Friday to argue that the government's plea agreement with the investment
banker was too lenient and "they had no voice in the process."
"These girls want justice. They want this guy in prison," said attorney Brad Edwards, who represents
them in federal civil suits filed against Epstein in February. There are about five suits each asking for $50
million pending in federal court against him.
On June 30, according to a plea agreement struck with the government, Epstein pleaded guilty to
procuring a person under 18 for prostitution and felony offer to commit prostitution. The counts
stemmed from his involvement with one underage girl.

He faced a maximum of 15 years and was given 18 months. In court Friday, Edwards told U.S. District
Judge Kenneth Marra the plea agreement "was worked out behind the victims' backs." Edwards said
that part of the confidential agreement was that the federal government would not prosecute Epstein
for abusing more victims if he pleaded guilty to abusing one in state court.
"The agreement was that he could plead guilty to abusing one girl in state court so that he wouldn't be
prosecuted in federal court for the 100 other girls he molested," Edwards told Marra.
The two girls, identified in court papers as Jane Doe 1 and Jane Doe 2, did not testify on Friday.
Epstein's attorneys were not present at the hearing which involved federal prosecutors. Edwards
invoked a federal crime victims law to raise the issue in federal court, where he wanted Marra to kill the
plea agreement. Under the law, victims have a right to confer and Edwards said they were not consulted
about the agreement. Assistant U.S. Attorney Dexter Lee argued that the federal court did not have
jurisdiction and Marra agreed. Epstein's attorney, Jack Goldberger, could not be reached for comment.
Edwards said that one of his underage clients started visiting Epstein at his sprawling mansion on El
Brillo Way when she was 13 to give him massages for $200. Police reports have said that the girls would
be escorted to a bedroom with a massage table and that Epstein would enter wearing only a towel and
instruct the girls to remove their clothing and massage him. These sessions escalated into touching and
other activities, sometimes with sex toys. Edwards said that when his client turned 14, Epstein told her
that she could make $200 for every girl she recruited for the massage sessions. She claimed she
recruited 50.
In court, Edwards told Marra: "Mr. Epstein is a billionaire who has sexually abused dozens and dozens of
13- to 17-year-old girls. And because of his deviant appetites and his vast wealth, he might just be the
most dangerous sexual predator in the world."
Based on the above article, on July 15, 2008, I contacted Atty. Brad Edwards. Atty. Edwards explained
he was going to contact me reference his clients. His clients have claimed that they are victims of sexual
abuse. They allege that Jeffrey Epstein had sexually abused them and approximately fifty (50) others
underage girls. Edwards explained he would reach out to the clients and schedule appointments for
interviews. I provided Edwards with my telephone numbers and advised to call me when he is available.
I informed him I would contact MA Belohlavek to ascertain if the plea negotiations which occurred on
June 30, 2008, covered only the listed victims in the State v. Jeffrey Epstein case. Edwards assured me
that his clients were not previously interviewed by our agency during the previous investigation. I
telephoned the State Attorney's Office and left messages for MA Belohlavek to call me.

After leaving several messages for ASA Lana Belohlavek, I made telephone contact with her on Friday,
July 18, 2008. ASA Belohlavek was asked which victims were covered under the plea agreement.
Belohlavek stated all the victims I had presented her originally in the probable cause affidavit were
covered in the plea agreement. I received a telephone call from Atty Edwards who advised he had
spoken with his clients and they are willing to meet with me at the Palm Beach Police Department.
Edwards stated he would be going on his annual leave and return during Aug 4, 2008. I informed Atty
Edwards I would advise him when I would meet with his clients after August 12, 2008. It should be
noted the meeting did not occur due to the fact Edward's clients were already covered the on the
original agreement.

On July 22, 2009, several news agencies reported the following:
Jeffrey Epstein left the Palm Beach County jail just before dawn Wednesday after serving less than 13
months of his 18-month sentence for procuring a young girl for prostitution and soliciting prostitution.
"Jeffrey is just happy this is over," his attorney Jack Goldberger told reporters gathered at the jail's front
door -- an exit Epstein avoided, using a side door instead to leave without comment. While this closes
the chapter for now on his criminal troubles, Epstein still faces many legal battles.
A dozen lawsuits have been filed against the money manager on behalf of underage girls who claim to
be his victims. "There was never any victims. There are women who have filed lawsuits against Mr.
Epstein and we will challenge them," Goldberger said.
For now, Epstein is headed to his Palm Beach home, Goldberger said. He described Epstein as feeling
"relief and excitement." "He Just wanted to go home and rest right now, and that's what he did,"
Goldberger said. The 56-year-old has 48 hours to register as a sex offender.

He'll be on probation for the next year and will have to contact his probation officer weekly. Epstein is
also required to donate a sample of his DNA for the state's database. While Epstein has been serving
time since he pleaded guilty to two felony charges last June, this won't be his first time he steps out of
confinement. He's been heading to work every weekday and some weekends since last October as part
of a work-release program.
According to jail records, Epstein, wearing an ankle bracelet, was free from 7 a.m. to 11 p.m. weekdays
and even weekends to work at the Florida Science Foundation, a nonprofit he created before he was
sentenced.
The lawsuits filed on behalf of several alleged victims all describe the man's pursuit of erotic massages
and sex from young girls similarly: A minor girl (some reported to be as young as 15) is brought to
Epstein's mansion on El Brillo Way and taken to the spa room upstairs by one of his assistants. Then he'd
ask the girl to give him massages and/or perform sex acts for which he would pay her.
After Epstein's release from Palm Beach County Jail, I was informed that Epstein was to be confined to
his house on El Brillo Way in Palm Beach. I confirmed with Epstein's probation officer, Carmen Sloan,
what he is allowed to do while out on community control for one year. Sloan stated he is to submit a
schedule for any appointments he must have. This also includes any work related issues. On August 19,
2009, while driving in the area of Hammon and the Ocean, I observed Jeffrey Epstein walking
northbound along the ocean. I maintained visual contact with Epstein and was able to photograph
Epstein walking with his bodyguard/trainer Igor.
During the time from when Epstein was Incarcerated, his release and recent, any media files have been
placed in the OCVAN files under Jeffrey Epstein.

On October 9, 2009, I was notified by ASA Barbara Burns about Jeffrey Epstein possibly violated the non-
prosecution agreement. Epstein, accompanied by his body guard/trainer, Igor, showed up to a
deposition on one of the victims. The deposition was to be held at the attorney for the victim (VZ)
office. Epstein was to be phoned to participate in the deposition. Epstein walked into the lobby and
stood directly in front of the victim VZ. Epstein stared at her and whispered something to the
bodyguard while smirking and pointing at the victim. The victim burst into tears and left the deposition.
As Epstein was not allowed to any contact with the victim, ASA Burns is seeking prosecution on Epstein
for violating the no contact order. I recommended she contact the AUSA Villafania for assistance on the
no contact prosecution. As the incident did not occur within the Town of Palm Beach, This is for the file
only.

On August 10, 2019, several news outlets reported the death of Jeffrey Epstein. On July 6, 2019, Epstein
was arrested on federal charges stemming from this investigation of alleged sexual abuse of underage
girls. Epstein was found unresponsive in his cell at the Manhattan Correctional Center (NY,NY) and his
death was being investigated as an apparent suicide.
