If all three VSs are physically out of the AOR during that period, or in the AOR but unavailable for a personal matter that makes them unable to respond, can the NK VS cover during that period? It won't be the first time all 3 VSs have been out of the AOR, happens everytime for the mandatory conferences. Wasn't there a "regional VS" hired during the year and assigned to Boston?
