U.S. Charges Hamas Leaders in Oct. 7 Massacre in Israel and Other Terrorist Attacks
Reuters (09/03, Lynch, Goudsward) reported that the United States has filed criminal charges against top leaders of
Hamas for their involvement in the October 7th attack on Israel. The charges allege that Yahya Sinwar, Khaled
Meshaal, Ali Baraka, and three deceased Hamas leaders orchestrated the attack that killed over 1,200 people,
including 40 Americans. "As outlined in our complaint, those defendants -- armed with weapons, political support,
and funding from the Government of Iran, and support from Hezbollah - have led Hamas's efforts to destroy the
State of Israel and murder civilians in support of that aim," Attorney General Merrick Garland said in a statement.

"executions" of six hostages, including one American, Hersh Goldberg-Polin, by Hamas underscore "the sense of

Former Aide to Two New York Governors is Charged With Being an Agent of the Chinese Government

FBI Now Leading Investigation Into Series of Bomb Threats in North Dakota
KFGO-FM (09/03, Janke) reported that the FBI has taken over the investigation into six bomb threats that occurred
in Fargo last week. The threats, none of which were deemed credible, targeted Fargo South High School (on two

China-Linked 'Spamouflage' Network Mimics Americans Online to Sway U.S. Political Debate
The Associated Press (09/03, Klepper) reported that a recent investigation by Graphika, a firm specializing in
tracking online networks, has revealed a Chinese disinformation group known as "Spamouflage" is creating fake
social media profiles to manipulate American political discourse. These profiles, often posing as Americans, spread
divisive content on platforms like X and TikTok, aiming to sow discord among U.S. voters. According to the article,
intelligence and national security officials have said that Russia, China, and Iran have all mounted online influence
operations targeting U.S. voters ahead of the November election. Russia remains the top threat, intelligence
officials say, even as Iran has become more aggressive in recent months, covertly supporting U.S. protests against
the war in Gaza and attempting to hack into the email systems of the two presidential candidates. The article noted

Donald Trump Stokes 'Inside Job' Conspiracy Theory Of Assassination Attempt

Everman mother charged with capital murder in the disappearance of her six-year-old son. The FBI announced
a $25,000 reward for information leading to Cindy Rodriguez Singh's arrest and conviction just five days ago. The
agency confirmed Tuesday it has received tips since then and will be vetting each one carefully for any information
that could lead to Singh's location. Everman Police Chief Craig Spencer joined federal and local investigators last

Former Arkansas Judge Convicted of Making False Statements to FBI
KATV (ABC-7) (09/03, Solomon) reported that Thomas David Carruth, 64, of Clarendon, Arkansas has been
convicted of one count of making false statements on Friday. The former Monroe County district court judge
presided over criminal and civil matters during his time in office. In April 2022, Carruth solicited sex from the
girlfriend of a defendant in a criminal case pending under him. From findings by the jury, determined that Carruth
lied to authorities about the accident when he was questioned by the FBI. The article added that Principal Deputy
Assistant Attorney General Nicole M. Argentieri, head of the Justice Department's Criminal Division, Acting
Assistant Director James Barnacle Jr. of the FBI's Criminal Investigative Division, and Special Agent in Charge Alicia

FBI Warns Internet Scams Increasingly Aimed at College Students
WKYC (NBC-3) (09/03, Kyle) reported that federal agencies are warning college students that new online scams are
popping up. The article quoted Special Agent Patrick Koeth of FBI Cleveland, who said, "Whether it be a scam
where they're trying to get your kids' money or their personal identifying information, there's all these different
schemes depending on what age group you fall under. I think it's just a lack of experience and almost that feeling of
invincibility. You might be applying for a summer job, or a job while you are in school and not realizing that's
actually a fake job application. And they're just trying to get that information that you would normally turn over as
part of you being hired for a job. "Hey, what's your bank account so we can direct deposit money to you? What's
your birthday?" All this type of information which you would normally give not realizing that you are actually being
scammed."
Colorado Judge Sentences Man to Four Life Sentences After Quadruple Homicide Conviction
CBS News (09/03, McRae) reported that a judge sentenced Joseph Castorena to four consecutive life sentences in
prison after his conviction for a quadruple homicide. Castorena was convicted of shooting and killing the four
victims at a house in the early morning hours of Oct. 30, 2022. Castorena was arrested in Mexico in December
2022 in the north-central Mexican state of Aguascalientes after he left the country. The article stated that the
victims were Kenneth Eugene Green Luque, 21; Rudolfo Salgado Perez, 59; Jesus Serrano, 51; and Maria Anita
Serrano, 22. Two of the victims had filed restraining orders against Castorena just six days before they were killed.
Prosecutors said three of the four victims were relatives of Castorena's ex-girlfriend. According to investigators,
Castorena broke into her home and waited inside with a gun until the family returned home. His ex-girlfriend and
her two children were not harmed. Castorena's brother and a cousin were arrested in the Denver area following
the shooting. Both were facing a charge of accessory to first-degree murder after the fact after they allegedly
helped Castorena with his escape following the crime. The article noted that the Aurora Police Department's
Fugitive Unit worked with the FBI, other federal agencies and Mexican authorities to eventually track him down in
Mexico and extradite him back to Colorado.
California Woman Indicted for Fraudulent Investment Scheme
Reuters (09/03, Jones) reported that a California woman is facing criminal charges and a complaint from the U.S.
Securities and Exchange Commission after she allegedly stole millions through a Ponzi scheme that preyed on
investors in a fake litigation fund for personal injury attorneys. Maria Dickerson, 47, a Sacramento resident who
also went by Dulce Pino and other names, was charged in a federal indictment, unsealed in California federal court
on Tuesday with 32 counts of wire fraud, securities fraud and money laundering. The article stated that prosecutors
said she conned investors out of more than $10 million that they were told would be used for loans to attorneys in
exchange for a cut of settlements and judgments. In reality no loans were made, and the money was instead spent
on real estate, luxury cars, gambling and Ponzi-style payments to other investors, the indictment said. A DOJ press
release noted that this case is the product of an investigation by the FBI and IRS Criminal Investigation, with
assistance from the Alabama Securities Commission.
FBI Investigating Officer Shooting Of South Dakota Man
The Dakota Scout (09/03, Goss) reported that the FBI is investigating the July shooting death of a 61-year-old man
near his apartment in Wagner. Charles "Chuck" World Turner was shot and killed by a Yankton Sioux Tribal (YST)
police officer on July 9. According to the article, World Turner was walking towards a YST lawman with at least one
knife. The officer responded by shooting World Turner multiple times, killing him. The confrontation happened

kids at Disney World so he could create thousands of artificial intelligence child abuse images to spread on the dark
web. Justin Ryan Culmo allegedly admitted to recording his underage victims at the Orlando, Fla., theme park and
at least one middle school in recent years. The article noted that Culmo allegedly used the Al model Stable
Diffusion to turn the footage into realistic images depicting child abuse, and then fired them off online under the
screen names "Avalanche" and "TheRealAvalanche,". He was eventually tracked down after investigators identified
one of his alleged victims and managed to trace the manipulated images back to him, the FBI said. The article

Man Extradited Back to U.S. In Killing of 31-Year-Old Girlfriend, Who Was Found Dead at Boston Airport

of his girlfriend, whose body was found in her car at Boston Logan International Airport in November 2023, is in
custody after being extradited from Kenya. Kevin Kangethe, 41, of Lowell, Massachusetts, was arraigned Tuesday
morning in Suffolk Superior Court on the charge of first-degree murder. The article noted that prosecutors had
charged Kangethe with murder in the death of Margaret Mbitu, 31, who was found stabbed to death in a vehicle in
the airport parking lot on Nov. 1, 2023. Her family had reported her missing two days earlier, police said. The article

Human Remains Trafficked to New York as Art Have Been Returned to Pacific Island of Vanuatu by the FBI

trafficked to New York as art have finally been repatriated on the Pacific island of Vanuatu. The Vanuatu Cultural
Center, the island's national museum, received a crate last week—escorted by U.S. intelligence and security agents
—containing the skull of a man from an Indigenous Malakula hill tribe. The article stated that four more crates
containing human relics were returned to the island by the FBI during a ceremony in its capital city, Port Vila, on
Thursday. They included a pair of human skulls molded with mud and three large effigies known as rambaramps.
Each effigy contained a man's skull that was painted with scenes depicting the final stages of his life. The remains
were seized by the FBI in 2016 from the estate of a dead collector who lived in New York. They had acquired

Clearview AI, Controversial Facial Recognition Firm, Fined $33 Million For 'Illegal Database'

U.S. government and law enforcement agencies, has been fined more than $30 million by the Netherlands' data
protection watchdog on Tuesday for building "an illegal database" containing billions of faces taken from social
media and the internet. The article stated that the Dutch watchdog said it had fined Clearview $33.7 million for

to hundreds of agencies, ranging from local constabularies to sprawling government agencies like the FBI and U.S.
Immigrations and Customs Enforcement.
Nearly 50 Years After Being Found Dead in a Pennsylvania Cave, 'Pinnacle Man' Is Identified
The Associated Press (09/03, Shipkowski) reported that the body of a man found frozen in a small Pennsylvania
cave nearly 50 years ago has finally been identified. The remains of Nicolas Paul Grubb, 27, of Fort Washington,
were discovered in January 1977 by two hikers who had ducked inside the cave to escape some inclement weather.
Grubb has long been known as the "Pinnacle Man," a reference to the Appalachian mountain peak near where his
body was found. According to the article, an autopsy at the time found no signs of foul play and determined that
he died from a drug overdose. Authorities, though, could not identify Grubb's body from his appearance,
belongings, clothing or dental information. Fingerprints were collected during his autopsy but somehow were
misplaced, according to the Berks County Coroner's Office. Detectives from the state police and investigators with
the coroner's office had periodically revisited the case over the past 15 years and Grubb's body was exhumed in
August 2019 after dental records linked him to two missing person cases in Florida and Illinois. The article added
that DNA samples did not match in either case, but a break came last month in when a Pennsylvania state trooper
found Grubb's missing fingerprints. Within an hour of submitting the card to the National Missing and Unidentified
Persons System, an FBI fingerprint expert matched them to Grubb. A relative of Grubb was notified of the discovery
and family members asked the coroner's office to place his remains in a family plot.
Opinion: The FBI Leads the Way on Jawboning Governance
An opinion piece by Lawfare (09/03, Perault) stated that the FBI leads the world in jawboning governance. While
law enforcement agencies may not be known for transparency or self-governance, the FBI now stands alone among
federal agencies in publicly communicating self-imposed rules on its communications with tech platforms.

communicating with social media platforms about content they host. In doing so, it became the first federal agency

time. The author added that the focus should not be on these gaps but, instead, on the FBI's leadership in taking a
step forward on this issue. Other agencies should follow the FBI's lead, giving guidance to their employees, tech
platforms, and the public about the norms that govern government-platform communication.
