Can you give me an idea on when the preliminary proposal will be ready for review. I was trying to set up a permitting meeting with DPNR, but never got a response to my request. At this point I do not think I will be making it the week of January 7-11. I have worked up preliminary numbers and have forwarded them to our business development people. I expect they will be setting up a call after the New Year. Happy New Year, Jeff From: Jeanne Brennan Sent: Friday, December 28, 2012 12:23 PM To: Ottaviano, Jeffrey Cc: Creighton, Jim; 'Morris Anselmi' ‹ ; Lonkevych, Mark Subject: RE: LSJ Solar Jeff, Hope the holidays are going well. Can you give me an update on the solar proposal for LSJ and the day (Jan 7 -11) you want to do a site visit on the Island. We can install it when we come down in January. We would install it on the 480 V side of the xfmr to include the line and xfmr losses in the readings. We would compare the temporary power meter to the utility meter, thus it would be a time and use study. This would be very valuable information to have to properly size the solar and energy storage system. I should know my schedule for the week of January 7-11 by next week. Jeff From: Jeanne Brennan Sent: Saturday, December 08, 2012 06:53 AM To: Ottaviano, Jeffrey Cc: EFTA_R1_00027541 EFTA01739145 Subject: RE: LSJ Solar Jeff, The transformer for LSJ is located on the Island and owned by LSJ. This raises the questions: What is the loss at the transformer? Do we need a time and use study? Can you install the power logger? Also let me know what day works for you and your team during the week of Jan 7-11 to visit the Island and I will co-ordinate setting it up. Thanks Jeanne From: Ottaviano, Jeffrey Sent: Saturday, December 08, 2012 8:17 AM To: Cc: Subject: Re: LSJ Solar Jeanne, That would be one way to do it, but if you know the cable size, length and material a calculation can be done quite accurately. You could also install a temporary power logger over a week or so and then compare that to the utility meter. If the cable was sized properly it should be less than 2% losses. We have an excellent electrical contractor in St. Croix that has been working for Hovensa for many years. Let me know if you want me to introduce him. Jeff From: Jeanne Brennan Sent: Saturday, December 08, 2012 06:05 AM To: Ottaviano, Jeffrey Cc: 'brice gordon' Subject: RE: LSJ Solar EFTA_R1_00027542 EFTA01739146 Jeff, We are trying to determine if there is significant line loss between the meter on St. Thomas and the transformer on LSJ. One suggestion was that we purchase and install an industrial grade current transformer(CT) monitor at the main feeder capable, to meter the power in real time and send it to a web server for review. What do you think about this idea? That type of data helps in our equipment sizing calculations. Jeanne From: Ottaviano, Jeffrey Sent: Tuesda November 20, 2012 3:48 PM To: Cc: Lonkevych, Mark; Sattler, Douglas; Mark White; Erika Kellerhals EFTA_R1_00027544 EFTA01739148 Subject: LSJ Solar Jeanne, Thank you for your time this afternoon and please forward this message to anyone on your team that should have a copy. TIC will perform a preliminary feasibility study of solar energy production on L5) Island. We are familiar with the challenges of designing and building solar in the Caribbean and have developed cost effective solutions to meet these challenges. Our initial thoughts are that a solar PV plant sized to meet the entire needs of the island would most likely be the best solution. This will require that we know as much about the electricity consumption and generation capabilities as possible. Please, provide us with 12-24 months of VIWAPA electricity bills and if possible any interval or time-of-use data on consumption. This data may be available from strip charts or data logging of the generators when they were running. We would also like to have the name plate data on the generators and a single line diagram of the electrical system. Also, please indicate on a map where we can locate the solar array and battery station. EFTA_R1_00027545 EFTA01739149 Thank you and have a Happy Thanksgiving, Jeff Jeff Ottaviano Toshiba International Corporation 200 Dryden Road, Suite 3400 Dresher.
