The difference is that a Japanese travel agency needs to be a host and issue all those letters and trip schedule, instead of a Japanese company for a business visa. If you can hire a Japanese travel agency somehow for booking their travels, that can be an option. But since we don't know any agency in Japan, we can't help for tourist visa. There's no simple tourist visa for Russians in Japan, unfortunately.
