At this moment in Libya there is a desperate need of humanitarian aid and medical supplies to treat the thousands of wounded in the country. Additionally, one of the other initial major prioities of the Transitional National Council ("TNC") is to get the country's oil and natural gas production back on line and its telecom and cellular networks working. With this said, right now the TNC can only give a sovereign guarantees against any work, equipment, goods and supplies, until they gain access to the approximate US$80 billion (of which $32 billion in the US) frozen international sovereign assets around the world. But the real carrot is that the companies that come in now will be ahead of the queue in the rebuilding of the country, which the TNC plans to spend a half a trillion dollars (US$500,000,000,000) over the next six years to jump start the Libyan economy, as well as be granted favoriate status" in the access to its almost 2 million barrels of crude per day when its production comes back to 100%.
