The differenc e is that a Japanes e travel agency needs to be a host and issue all those letters and trip schedule ,instead of a Japanes e compan y for a business visa. If you can hire a Japanes e travel EFTA_R1_00662166 EFTA02080255 agency someho w for booking their travels, that can be an option. But since we don't know any agency in Japan, we can't help for tourist visa. There's no simple tourist visa for Russians in Japan, unfortun ately.
