From our discussion of bid posts yesterday, attached is a list of what bids we?ve had posted since the reorganization of
posts in February 2014. At times, A3 has been closed/reopened, but the others are ongoing.
I attached the memo that went out after all the late 2013 discussions and Meet and Discuss meetings with the union
where this was outlined. The only change I see is that we stopped doing Laundry 5 nights and Kitchen two nights,
because Laundry was needed 7 nights per week to get the work completed. That?s been just Laundry.
We do still have post orders created for Kitchen of?cer coverage, since that's our last resort option when we have an
emergencies to meet Title 37 requirements of supervision. We also have post orders for Relief 5 to be used as needed.
Neither has ever been a bid post. It?sjust been non-bid ?oaters when needed.

To Whom It May Concern,
Centre County Correctional Facility Administration has Met and Discussed with
the Union about stalling changes for the facility on December 17, 2013.
December 18, 2014, and January 7, 2014. The Union advised Administration of
its requests on implementation of the changes, and the following shall 0ch
(Original language from December 20, 2013 Memo in bold, response follows)
- Close the Special Management Control an 11?7 shift and eliminate this bid post.
This will be accomplished by closing coverage of, and eliminating, this post on February
2, 2014. At the Union?s request, the of?cer in this post will be given the opportunity to
bid. The of?cer in this post will be given until May 1, 2014 to bid. 11? he does not do so,
contract Article 9.1 will be utilized.
a Open a bid post of 11-7 Laundry/Kitchen with a rotating schedule. It is anticipated
that Laundry would be done Monday-Friday nights, and Kitchen covcl'agc on
Saturday/Sunday when the Cooks are off.
The officer shall supervise the inmates and provide security in these areas. This bid post
will be created and posted by Administration. Administration is still actively reviewing
the coverage of the kitchen. Adjustments may be made to this post, however it will
remain a seven day rotating post.
- Change Intake bid post on 7-3 and 3-11 to 5-day posts, meaning the post is not
stuffed on Saturday/Sunday and the of?cers in those bids work Monday-Friday with
no rotating days off.
At the Union?s request, Central Booking Center Of?cers on 7-3 and 3-1 1 shifts will work
Monday-Friday schedules with no rotating days off. The Intake Of?cers will remain on
the rotating schedule, and handle Central Booking Center duties on weekend days. The
Central Booking Posts on 7-3 and 3-11 will be assigned Monday-Friday beginning
February 2, 2014.
- Eliminate the 7-3 and 3-11 Central Control/Floater positions, which are currently a
7-day rotating post. Create 7-3 and 3-11 Central positions which are 5-day posts
with no ?oating component. Again, this position is not staffed on Saturday/Sunday
and the officers in those bids work Monday-Friday with no rotating days off.
At the Union?s request, this will be accomplished by offering the more senior of?cer on
each of 7-3 and 3-11 currently bid into Central Control or Central Control/Floater the
Monday-Friday position. If the senior of?cer choses to remain on the rotating schedule,
the junior of?cer will be assigned Monday-Friday. These of?cers will be contacted
regarding the change, and asked to decide by noon on January 23, 2014 at the latest. The
change will be effective February 9, 2014.
Create on 7-3 and 3-11 Relief 4 positions as 5-day posts. This position is not staffed
on Saturday/Sunday and the of?cers in those bids work Monday?Friday with no
rotating days off.
This bid post will be created and posted by Administration. Per contract Article 8.8 ?It is
understood that this allocation of bid jobs is not a guarantee of a number of positions.?
0 Eliminate two 7-3 ?oater bid posts, reducing the number to six ?oaters on both 7-3
and 3-11 shifts.
These two (2) posts shall be eliminated effective January 17, 2014. At the Union?s
request, the of?cer in these posts will be given the opportunity to remain as non-bid ?oats
in their current shift while the bidding is occurring. The two least senior of?cers
currently holding 7-3 ?oater posts will be given until May 1, 2014. If these of?cers, or
any two 7-3 ?oaters, have not bid out of those posts to reduce the ?nal number to six
total, contract Article 9.1 will be utilized.
As discussed at the Meet and Discuss on 1/7/14, Administration is creating two additional
Lieutenant positions within the facility.
At the Union?s request, the language in contract section 8.5 that reads ?An employee who is
awarded thejob by bid, or who after being awarded rc?ises thejob, shall not bid on another-job
for three (3) months.? will be suspended during all bidding that occurs due to the staff
reorganization and subsequent bidding/bumping. At the conclusion ot?the rcund(s) of bidding
occurring in this time period, Administration will make all employees aware that this process has
been completed and the three (3) month restriction is once again in effect on all subsequent bids.
With all discussed changes above, per contract Article 8.8 ?it is understood that this allocation of
bid is not a guarantee of a number of positions.?
Should the County decide to modify or change any of the scheduling or stuf?ng arrangements set
forth in this correspondence. the County will give the Union 21 days advance notice of the
proposed changes, and, upon request from the Union, will meet and discuss the proposed
changes with representatives of the Union.

It is with some sadness that I inform all of you that I have resigned my position and will no
longer be part of the Centre County Reentry Coalition. My last day with the County is June 2?d
so I will not be at the next meeting.
I have been here from the start of the Coalition and have enjoyed attending the meetings,
working with the sub-committees, and the other interactions that I would not have been part of if
it wasn?t for the Coalition. I have a lot of good memories working here and I will miss being
part of such a great place to work. I will especially miss all the wonderful people I have met
along the way.
I have a ?nal thought I would like to share with all of you for your next meeting. At some point,
take a moment to look around the room and appreciate those in attendance and celebrate all of
the differences. The Coalition will not always agree and some heated/uncomfortable discussions
will take place. But all of these different people from different backgrounds getting together to
work toward a common goal is a great thing. How boring would it be if we were all the same
and what little growth would take place.

Try this link. We have multiple versions of showers for special need inmates and consumers in
our facility. We have large walk-in/wheel-in tiles showers with the stainless steel shower heads
and dispensers and then we have the full stainless steel walk-in showers with security shower
heads and push button water/soap activation within a couple of observation areas within Intake.

This was a huge issue for us as well. Simply out if you arrest someone your charging document
should be completed upon presenting the arrestee to the facility. When you waiver on this
inevitably of?cers will use detention as a babysitting service and frequently it is hours before you
receive a valid charging document which opens the facility to liability (not the arresting of?cer).
We are small potatoes but I have included a copy of what we use as a remand form and our
procedure for arresting agencies. At a minimum the remand form must be completed with the
good faith understanding that a charging document, if not already completed, will be given to
detention ASAP. I feel your pain. It sucks. But patrol, especially young of?cers, need to learn the
difference between arrest and investigation and that the jail does not offer babysitting services.

Our Agency does not require for arresting of?cers to ?nish an af?davit prior to us receiving
inmates into our facility. This does sometimes cause issues of us finding out after we have
processed an inmate that they did not need to be in our custody and we then release them. am
looking at having a pre?custody form that the arresting of?cer would have to ?ll out and sign as to
what they are intending to charge the individual with so that we are covered in the possibility of a
wrongfularrest lawsuit. Does any other agency have anything like this, and if so, can I see what it
looks like?

Green had fallen trying to get off her bunk. I went to the cell to talk to inmate Green and she stated
that her ankle hurt and it was starting to swell. She went on to say that she was trying to get off the
top bunk and her foot had slipped. Nurse Stacy Smith then came onto the unit for Med pass and she
went to the cell and had the inmate move her foot all around and told her to move it so that it
wouldn?t get stiff and she would be back with ice later on tonight. Shift commander was informed of
the information.

10 Signs of Depression
Depression is a mood disorder which, according to the World Health Organization, is affecting over 350
million people across the globe. It is a complex state which has physiological effects and
interferes with an individual?s routine functioning.
Since depression is relatively easy to neglect or recognize in both oneself and another person, one should
be well aware of 10 typical warning signs. Here?s a list of experiences that depressed individuals may
suffer.
1. Enduring Sadness
While everyone faces emotional highs and lows in life, depression is characterized by an enduring sense of
sadness which inhabits the mind completely. Depressed individuals feel a sense of utter hopelessness and
defeat as if life is completely meaningless. Such state of mind is different from ordinary unhappiness in
that it prevents an individual from functioning rationally and routinely in daily life. Therefore, depression
can be truly incapacitating, which makes it all the more advisable that professional assistance be sought at
the earliest on the onslaught of depressive tendencies.
2. Self-Loathing Attitude
Many depressed individuals direct their misery inwards, blaming their own selves for everything that does
not meet their expectation. They become extremely self?critical and doubt their capability to achieve
anything at all. Such self-loathing leads to dissatisfaction and frustration, often even guilt at
underachievement or perceived uselessness. This self-loathing attitude, coupled with low self-esteem can
produce dangerous thoughts such as suicide being an escape from one?s own worthlessness.
3. Loss of Interest in All Activities
Depressed individuals find it very difficult to be suitably involved in routine activities at work, home or
elsewhere. Weighed down by their sadness, they cannot bring themselves to concentrate and engage in
any task. And when shying away from productive activity, they have all the more time to dwell upon their
unhappiness it is indeed a vicious circle. Many times, there is even a loss of libido and sexual activity stops
being a priority.
4. lrritability and Isolation
In most instances, depressed individuals lose all their social bearings and are unable to act in a socially
appropriate manner. They are irritable in their interaction with others no matter who they may be; their
family, friend or boss even. This short temperedness and general aversion to social interaction cause those
depressed to isolate themselves from others. They prefer being alone for hours at length, conversing with
others only when absolutely necessary.
5. Anxiety
This is a by-product of several other of depression. Low self?worth, coupled with the inability to
do anything productive or even engage with others? socially, leads suffering individuals to become more
and more anxious. They worry about both their personal and professional future, feeling certain that they
are likely to fail at both. However, with some people, who descend to complete hopelessness with a sense
of intense despondency, such feelings of anxiety may be absent; they give up completely and are too
melancholy to dwell upon the consequences of their choices.
6. Loss of Energy
Fatigue and lack of energy are typically witnessed in depressed individuals. Their sense of defeat is so
severe that they do not feel capable of accomplishing even the smallest tasks. This is a highly problematic
scenario for working professionals who often jeopardize their job by virtue of their lack of energy and
responsiveness. Fatigue, when combined with poor concentration further hampers the quality of work
done. Thus, depression can have very grave consequences vis-a-vis one?s professional life.
7. Disturbed Sleep Patterns
Depressed individuals usually suffer from disturbed sleep patterns as well. In some cases, they develop
insomnia, which only adds to their fatigue, anxiety, irritability and low energy levels. More often however,
those depressed tend to sleep excessively, remaining in bed for an unhealthy amount of time. Some
complain that they are absolutely unable to leave their bed, feeling extremely lethargic and incapable of
movement.
8. Change in Appetite and Body Weight
This is another typical that is observed in majority of those depressed. Change in appetite, both
complete lack of hunger and excessive binge eating, are very common. The corresponding changes in
body weight either lead to significant weight loss or massive weight gain. Though the same bodily changes
may occur in a person who is merely in low spirits but not depressed, depression causes more severe
changes wherein a minimum of 5% body weight alteration takes place in just a week.
9. Reckless Behaviour
With depression, one?s regular behavioural patterns and tendencies get altered. Even the most cautious
individuals may indulge in reckless, unthinking activity. From impulsive expenditure and ill-considered
investments to adventure trips, indiscreet sexual activity and even substance abuse, people with
depression may resort to these, no matter how atypical such actions may be for them. Such reckless
behaviour tends to impact their relationship with other people as well as their professional life. As
mentioned above, depression poses a threat to all aspects of one?s life and should be treated with much
urgency in seeking aid.
10. Suicidal Tendencies
This is perhaps a most telling and dangerous of depression. People with this mood disorder
spend a great amount of time thinking about self-harm. They are plagued by morbid thoughts and often
research extensively on ways and means to induce death. It is all the more alarming that coupled with their
reckless impulsivity; these suicidal tendencies are at high risk of being realized. Therefore, it is highly
recommended that a person?s unusual fascination with the idea of death, not be taken especially if
other signs of depression are also observed alongside. Professional help must be sought immediately to
prevent any untoward, life-threatening activity.

In the month of March, the Centre County Bail Agency received seven new
placements. Five defendants were placed at preliminary arraignment, one at preliminary
hearing and one through a bail modification. One defendant was made supervised bail
eligible and placed in the Centre County Prison awaiting the recommendation from the
bail agency. This defendant was subsequently recommended for release on intensive
supervised bail and released.
Bail staff screened a total of 25 defendants committed to the Centre County
Correctional Facility in the month of March. Of these, 19 were rejected automatically as
not eligible for supervised bail because they either were not from were in
for ?nes and costs, domestic relations, were fugitives, or had posted bail.
Six defendants met the preliminary criteria to be interviewed for supervised bail.
One defendant was made supervised bail eligible (refer to first paragraph). Of the
remaining ?ve defendants: one was recommended and not placed; three were not
recommended and not placed. The remaining defendant posted bail prior to the
recommendation from bail staff.
0 Two defendants were placed on intensive supervised bail in the month of March.
0 One defendant placed in March resides out of Centre County.

Clothing change for inmates
When we started purchasing clothing for inmates, bras only came in grey so that is what was bought. We are
now able to purchase brown bras for the females and we have some in storage.
We are getting low on some sizes for bras that are grey in color. When needed, CO King will start utilizing the
brown bras so you will start seeing a mix in the colors.
An entry was added to today for Bras (brown) so when issuing clothing please use the correct entry. If
asked, inmates are not permitted to exchange the grey for brown bras so they match the other clothing.
We also have some orange colored clothing in storage that we have not put into play yet. That change will
come later.

At your request, we are going to open up our phone lines and allow local attorneys to have more phone contact
with their clients. Attorneys will be able to call in to a Counselor and set up a brief phone conversation. We
believe it will reduce anxiety, allow for attorneys to be more ef?cient with their time (and hopefully reduce the
amount of money being charged to the inmates), and we want to be supportive of the udge?s needs. The
Counselors have a lot of responsibilities and are on time restraints. The attorney can request the call but we
don?t expect our Counselors to drop everything they are doing. They will be courteous and helpful but may-
need to set up a time to have the inmate called to the of?ce. The attorneys cannot expect immediate responses
every time they call.
We consider this a privilege and will deny an attorney if there are any issues. Some issues may be:
Abuse of the privilege with frequent phone calls
Using this as a way to have long meetings as opposed to simple requests
Being disrespectful, demanding, or belligerent toward Staff
Trying to involve a Counselor to the point that they may have to testify in court

We have an intake form that must be ?lled out by the arresting of?cer. when completed it gives
the booking of?cer name, charge(s), arrest number, victims and contact number forvictims,
where arrested, if there was a vehicle involved where that vehicle is located, and suicide info that
the of?cer may be aware of and any medical info the of?cer may be aware of.
This information must be completed when an of?cer brings an inmate to our facility.

This was a huge issue for us as well. Simply put if you arrest someone your charging document
should be completed upon presenting the arrestee to the facility. When you waiver on this
inevitably of?cers will use detention as a babysitting service and frequently it is hours before you
receive a valid charging document which opens the facility to liability (not the arresting of?cer).
We are small potatoes but I have included a copy of what we use as a remand form and our
procedure for arresting agencies. 'At a minimum the remand form must be completed with the
good faith understanding that a charging document, if not already completed, will be given to
detention ASAP. I feel your pain. It sucks. But patrol, especially young of?cers. need to learn the
difference between arrest and investigation and that the jail does not offer babysitting services.

Thanks to all who replied.
We have encountered the same hurdles as indicated by Mr. Nadrowski in New Jersey. Our state
law uses the same language in regard to use of x-ray equipment for non-medical uses.
Also, thanks to Capt. Young in Snohomish County. Unfortunately, the backscatter technology
won't address our greatest problem of contraband being introduced by inmates
swallowing/inserting prior to arrest. Our State Department of Correction probation violators are
continually cycling in and out of our facility on short term sanctions where DOC procedures allow
the violator ample time to "prepare" for arrest and incarceration. With a facility designed in the
early 1980's to hold 40 to 50 percent of the current inmate population, there is inadequate holding
or separate housing for the short term violators.
It looks like working on legislation changes for use of x?ray equipment would be our best
bet. Thanks again.

we have been in the process for several years now. we ran into problems with State law which
prevented us for using x?ray for non-medical reasons and that such equipment must be operated
by a trained technician. We had to actually ?nd legislators who were willing to introduce
legislation to change the existing laws and ultimately have the Governor sign it into law. As you
can imagine that is not a quick process. The governorjust signed it last month. Now we are
awaiting the State DOC which has oversight of county jails to write policy on it. we did some
research and traveled to see some machines and decided to go with Smiths detection out of
Maryland. There are some other companies out there but this machine seems to be the best
overall for our facility. Costs vary depending on features but will range up to around $150,000
plus. we are waiting until everything is in place before we actually purchase the machine. -

0157'), AND Inmate Giovanni Mazzotta(15-1181) about turning the news channel to another station

sheets also at this time when another Inmate asked to exchange his sheets. I asked Inmate Mazzotta if
we had extra, He said (hell no). When I walked towards the sheet bin, he began to push the cart in the
opposite direction, and said we have no extra sheets. As I approached the sheet cart. there were 6

she dropped off inmate Simonetti, Anthony earlier this afternoon on a Parole violation Bench Warrant.
After she dropped him off she got a call from Simonetti?s mother stating that she was worried that he
might try and commit suicide, she said that he's been making suicidal statements to his mother, he
supposedly made comments to his mother during their visits the last time he was incarcerated here
that he wanted to ended all and that he was always crying during their visits.. Inmate was placed on
a Level one suicide watch until seen by Mental Health.

A was conducted
A1: Inmate James Hockenberry?s Disciplinary Custody Status expired today. Inmate Hockenberry was
moved to the A4 Housing Unit.
A2: Inmate Corey Hartman asked about making transportation for his release next month. I
instructed him to submit an inmate request to a counselor closer to his release date for assistance.
A3: Inmate Frankie Bonilla had numerous questions about the incoming mail policy due to having a
crayon drawing from his daughter refused. I explained to him that we do not allowing any crayons,
colored pencils, markers, etc.
Inmate Ian Fox asked about receiving new contacE. I checked with Visitation and there was no
approved Property Request for Inmate Fox. I instructed Inmate Fox to submit a new request. Inmate
Fox expressed his displeasure on submitting a new request, called the facility a joke, and threw the
Property Request away.
Inmate Nicholas Travis had mail refused from Clear?eld County Domestic Relations on Friday 05/13. I
checked the refused mail box and could not locate the mail. Inmate Travis stated he is awaiting
notice for a scheduled hearing from DRS. I informed Inmate Travis that I would email a counselor to
call Clear?eld County DRS on Monday to check for him and inquire what was mailed to him.
A4: No issues.
B1: Inmate Paul Sweeney had questions about his medications. I instructed him to speak to the
Medical Department about his concerns.
BZ: Unable to enter due to showers.
Work Release: Inmate Brittany Roob?Haislmaier and Inmate Brenda Trude were sent out to mow
around the facility in the morning.

A2: I spoke with Inmate Simonetti about some questions he had. Inmate asked when he would be
seen by mental health and asked how to get information on ?ling a civil suit. Inmate was told he
would be seen by mental health this week and to talk to a counselor on ?ling a civil suit. No further

A3: Inmate Nahodil asked me ifI could ?nd the zip code for Kulpmont, PA so he could write a letter
to his family. Inmate was told that I would look into it for him. No further issues.
A4: Inmate Shah asked about how to get ahold of his family who lives in Saudi Arabia. He stated that
counselors have been working on trying to let his family know he is incarcerated. Inmate was told I
would try and get more information on this issue. No further issues.

showered upon commitment. I told CO Evans she could lock her unit down and get the pre class

On the above date and approximate time, I was asked ifI could house Inmate Morrisey-Cragen on
OMS due to her having a keep separate in the 32 housing unit. Inmate Morrisey?Cragen is new to the
facility, and was brought here on 5/14/2016 from Schuylkill County.
As I brought Inmate Morrisey-Cragen up on OMS, I noticed she had a suicide alert on OMS that was
put on by CO Wagner, A. I immediately went out to intake and brought Inmate Morrisey-Cragen?
commitment questions up on OMS and she passed the facilities suicide questions and there was
nothing passed on, or wrote down that she was suicidal or made suicidal statements.
I then asked Nurse Smith if she passed the medical questions upon commitment and Nurse Smith told
me that she passed. Nurse Smith also said that when she asked Inmate Morrisey-Cragen if she was
suicidal, Inmate Morrisey?Cragen said no. I then called CO Posey who was working the 82 housing
unit and had her ask Inmate Morrisey-Cragen if she was feeling suicidal, and Inmate Morrisey-Cragen
also told CO Posey that she was not suicidal. I believe the suicide alert was put on by accident error
due to the fact that Inmate Morrisey?Cragen passed both the facility and medical?s suicide questions,
and the fact that Inmate Morrisey-Cragen didn't tell anyone she wanted to kill herself.
I even asked CO Ayers and CO Witherite if anything was passed on to them out in intake at the
beginning of our shift (11?7) about Inmate Morrisey?Cragen being suicidal or making suicidal
statements, and they both said that nothing was passed on to them about her being suicidal. CO
Ayers and CO Witherite said they were only told by CO Wagner, A and CO Gemmati that Inmate
Morrisey?Cragen was an AC status inmate and that she just needed to be seen by medical. End of
