HI Michel,
I spoke this morning at the Smart Grid project update with the Department ot Energy,
reporting on the shared network concept, status of the wow project and
challenges/mitigations/ positives/ outlook for completion and integration.
Overall, I want to relay that the DOE representatives stressed that this is a "project to
watch" and that they are-very interested in and excited to shine the spotlight on it as a
case stody. They contemplate a high level, national scale event that pulls in the various"
Federal agencies who's Funding has supported-the collaborative effort. .Timing, likely Q1 of
next year.
This certainly gives us something to shoot for. wow wouldn't have to be at completion, more
so the ability to demonstrate the network supporting some AMI sites.

Site acquisition 'is proving to be the major gating factor for the'WOW project, and we are doing everything we can with
state sites to expedite them for these purposes. be happy to share a look at the terms, if need be.
And, are there items that stand in the way on the VTEL side, outside of the mentioned fiber iease issues?
I would concur that we do our best to separate the two issues.

Please bear with me as I express a VTel WOW wireless concern.
VELCO owns six Vermont tower sites potentially helpful for VTel WOW, if
VELCO wants to work with us. Our network plan includes 190 Vermont sites.
If VELCO owns six towers, this is which is an important amount.
One anecdotal example helps demonstrate why I here request your
accelerated help.
Canaan, in the Northeast Kingdom, has a church in village center, and a
VELCO tower to the east. Our site acquisition team members (we have mine
on the team) have met with Canaan church wardens several times..Both_
Canaan sites cover the 496 rooftops that comprise Canaan. We need to

choose one Canaan site very soon. We can't keep all these people waiting.
Brian Frazier, one of our WOW project specialists, reports he had_been
talking, and exchanging emails, with VELCO's'Peter_Lihd for two months,
about this site. Brian reports he and Marc Brisson of Ericsson have both
made recent calls. We can't get an answer. However a note from VELCO's Dan
Nelson last night suddenly announces VELCO won't "explore" these until
fiber contract is signed and this has been delayed almost two years. A
new delay is that Mark Sciarotta asked Rich Kendall at Soverhet to Contact
-me about 12 fibers, but never followed up, and no call occurred.
Let's you and I not-let the fiber trade molasses infect the wireless WOW
project. They are very different projects.

RE: VTEL STOP award redeployment
Dear Sandeep,
This is a letter of support for the Vermont Teiephone Company request for reconfiguration of their route and addition of
new community anchor institution connections under their award Vermont Tel has been efficient in their
use of federal funds to construct new middle miie fiber in Vermont under this award, achieving an average cost per miie
at 20% less than expected and thus, an opportunity exists to add fiber miles and connect more institutions. Our
understanding is that this reconfiguration would result in 43 new miles of fiber construction and the addition of 52 Cells
to the project.
One of the greatest chailenges to these projects has been CAE commitment. in some cases, identified CAi's have found
reason to remain connected through existing providers at siovver speeds. While a disappointment, it is also an
opportunity. As our NTIA projects have roiled out, we have had various community entities" seeking fiber connections.
One such project is a consortium of congregate living that have completed a demonstration project with
significantly improved health outcomes for seniors through the of monitoring over high bandwidth
connections. Connect VT worked with this consortium, encouraging them to approach Vermont Tel and other providers
who are engaged in fiber expansion. We are extremely pleased to see" nine senior housing and 4 additional medical
facility connections on this list.
The importance of connecting additionai public safety facilities is critical, for today and for the future as we look to the
development of a statewide plan for Fiber at these facilities today will prepare us for Firs-tNet wireless backhaul
and deployments in the future.
Within the past year, our State Librarian has taken the lead to leverage all NTEA projects to move our community library
-system forward as hubs of connectivity in local communities. The addition of the iibraries and schools to this project wiiln
help us to achieve the greater goals of 1:1 computing in -the classroom and establishing a deeper-WAN with our library
system. As hubs, we envision our libraries becoming the center of digital and information literacy in our communities.
Redirection of project funds heip pave the way.
Last, we wholiy support the addition of fiber miles particularly in the Barton/ Orieans and Northeast Kingdom areas of
the state. Over the past year, Connect VT and the Vermont Teiecornmunications Authority have worked toidentifylhow
multiple existing stranded fiber segments in this region could be activated with the strategic addition of segments.
has been a wiliing and cooperative participant in these dialogues, and this reconfiguration would estabiish at least one
of the key route segments that literally, make lighting an entire network possible, and the provision of services by last
mile providers.

opportunity keeps evolving and with judicious redeployment and efficient construction we can leverage this middle mile
for multiple purposes.

This past March I beeame a trustee on the board of our small library, the Glee Merritt Kelley
Community Library: which is located at the Woloott: Elementary School. I have joined four
other trustees who support the librarian in providing free and open library services for the
citizens of Wolcott, as well as for the students who attend the school.

Among the many challenges of a community library is providing unfiltered internet access for
adults while still offering filtered access for the school children. Over its history th.e internet
service that comes into the library is the same that comes into the school at large, and- is provided
through. the Orleans Southwest Supervisory Union (OSSU). For several years even before
joined the board, the librarian and trustees have been trying to get a separate unfiltered internet
service for the library. However they have been told by the OSSU media tech that he cannot
send the library a separate signal that is unfiltered because it will jeopardize the He

and the signal, but at other times denying that this could be done.
Another challenge for the Wolcott library is its location on a hill on the Hardwick side of town in
the 472 telephone exchange. Other areas of Wolcott including the town offices are in the 888
telephone exchange, a large percentage of which are now served by Fairpoint DSL service.
Corncast does notprovide serviceto Wolcott and Cloud Alliance which recently erected a
tovvner in Wolcott has told us that they have no plans to provide service to our location. The
various satellite companies that -do offer internet service to our area are not ideal. and inadequate
for the needs of a public comrnunity library.
Recently the librarian has made contact with FairP oint and was told that they have no plans in
the near future to provide service to our location. However, today when I was at the.Town
Offices for voting, 1 spoke with the Town Clerk and found out that FairPoint is in fact the current
service provider through. the OSSU. It appears that the service is an ethernet - local area
network setup. lknow very little about the technical endof how this happens, but plan to contact
FairPoint's ethernet division tomorrow to have this explained tome. Our goal is to find out
directly from the current I-SP if they can provide the library with a separate unfiltered broadband
signal. .

Montpelier - The Vermont Telecommunications Authority(VTA)= has announced-an award to
VTel Wireless, of $1,347,840, to expand broadband services in 19 Vermont conirnunities. An
additional 306 locations in Arlington, Bennington, Braintree, Brattleboro, Chittenden, Corinth,
Danville, Dover, Durnnierston, Lyndon, -Pittsford, Pownal, Putney, Randolph, Shaftsbury, St.
Johnsbury, Westrninister, Whitingharn and Wilmington will have access to broadband at speeds
of at least 5 because of the project, meeting the grant's requirernen.t to offer a combined
upload and download speed of 5 Mbps, with a minimum upload of megabit per second. The
project is scheduled to be completed prior to December 31, 2013. .
- "VTel Wireless 'is currently -building a leading~edge wireless broadband network across many
conirnuni-ties in Vermont. This award will provide VTel the means to cover many more
unserved pockets of homes and businesses from southern to northeastern Vermont," said
Christopher Campbell, Executive Director of the VTA.
"General evidence around America is that 4G LTE-wireless broadband technology is offering
speeds superior to prior expectations. Verrnonters should be very first pleased with the service
that VTel will deliver" said Michel Guite, President of Vermont Telephone Company. "Our I

The VTA made the award through the "broadband grant round it announced on March 13, 20.12.
This -grant program provi_des incentives to broadband providers -to reach the most rural locations.
Funding for the grant program. was made possible by an appropriation of the Legislature in the
FY20l2--20l3 Capital Budget requested by Governor Peter Shuinlin as part of the Connect VT
initiative. .
In August 2010, Wireless was awarded federal stimulus grant and loans through the Rural
Utilities Service to build a wireless broadband network that will provide fourth.--generation (-4G)
Wireless broadband service to wide areas of Vermont.

Thanks for sharing this.
It would be very hard for VTel to follow this path Tom advocates, because we at \/Tel are trying to
work closely with VTA, and with anyone else trying to extend fiber or wireless into little Vermont towns
with 200 to 500 homes. - -
To us a much more frightening is that telephone companies almost all of us are
on the losing side of federal policy making. Probably 500 of the 1,200 independents may go bankrupt
within 10 years. When I asked a former FCC Commissioner why he felt we were ineffective he replied
it was because we seem always so scattered as an industry, not integrated in outlook, with -USTA,
OPASTCO, NTIA, RTFC, _CoBank, and 50'state organizations, running in different directions. He said
it is essential for us to learn from the cable industry, and to speak with one.v.oioe_ to not get left
behind, or to recognize we have failed and prepare-to go home. Roger has probably tried harder than
. - - 3 .
anyone to unite different Telco voices, and could probably tell some hair~raising stories. In general I
think he takes carefully-though-out positions that we try to support.
To us at VTel the solution' to these larger problems is not to criticize VTA. Our largest problem is
proably Corncast, and not -having a shared statewide multi-telephone--cornpany wireless strategy, and I
not having a shared fiber strategy, and not having a shared video strategy.
A personal View is we need to all work harder to explore ways to work together, to adyance together.
Critioizing "the other guy" in_ol_uding VTA is a waste of time. -
'Here are three problems that worry me more than what Tom brings up aboot I would love to
work with others to look -for ways to address these. -
1; Comcast. Has takenso many lines it may be today the dominant carrier in Vermont. We
hayen't taken advantage of this fact, yet it is huge. Here is a company with all the free benefits
. of being a small competitor, but with more residential lines than Fairpoint.
2. Our federal senators believe USF reform is good for rural America. It isn't. We aren't we more
. united saying it? .
3. We don't sharefacilities or ideas well, and each independent hopes to be left alone as a silo.
But it oan't work. - -

Dear Mr. Kinhoph,
This is a letter of support for the-Vermont Telephohe Company request for reconfiguration of their route and addition of
new community anchor institution connections under their award VTel has been efficient in their
use of federal funds to co nstruct new middle mile fiber in Vermont under this award, achieving an average cost per mile
at 20% less than expected and thus, an opportunity exists to add fiber miles, redeploy resources for even greater impact,
and connect more anchor institutions. Our understanding is that this reconfiguration" would result in 18 new miles of
fiber constructionand the addition of and an incremental 12 CAIS to the project.
One of the greatest challenges to these projects has been commitment. in some cases, identified CAl's have found.
reason to remain connected through existing providers at slower speeds. While a disappointment, it is also an
opportunity. As our projects have rolled out, we have had various community entities seeking fiber connections.
One such proiect is a consortiumof congregate living facilities that have completed a demonstration project with
significantly improved health outcomes for seniors through the utilization of monitoring over high bandwidth
connections. 'Connect VT worked with this consortium, encouraging them to approach Vermont Tel and other providers
who are engaged in fiber expansion. We are extremely pleased to see nine-senior housing and 4 additional medical-
connections on this list.
I am particularly pleased to see that twelve additional schools could now be served by the VTel project. The importance
of connecting additional K-12 schools is absolutely_critical for Vermont, as our geographically dispersed school systems
try to keep up with the growing bandwidth necessary for success education' both today and into the future. Vermont is
migrating to online standardized testing, and one-to--one computing and distance learning are far more prevalent and
important to tod_ay's classrooms.
Within the past year, our State Librarian has taken the lead to leverage all Ni_'iA projects to move our community library
system forward as hubs of connectivity in local communities. The addition of the libraries and schools to this project will
help us to achieve the greater goals of 1:1 computing in the classroom and establishing a deeper WAN with our library
system. As hubs, we envision our libraries becoming the center of digital and information literacy in our communities.
Redirection of project funds will help pave the way.
Last, we wholly supportthe addition of fiber miles particularly in the Barton/ Orleans and Northeast Kingdom areas of
the state. Over the past year, Connect VT and the Vermont Telecommunications Authority have worked to identify how
multiple existing stranded fiber segments in this region could be activated with the strategic addition of segments. VTEL
has been a willing and cooperative participant in these dialogues, and this reconfiguration would establish at least one

of the key route segments-that iiteraiiy, make lighting an entire network possible, and the provision of services by iast
mile providers.
For these reasons, we support this application for reconfiguration. One of our key iearnings about these projects is that
opportunity keeps evolving and with judicious redepioyment and efficient construction we can ieverage this rniddie miie
. for muitipie purposes.

We have compieted a major upgrade to the primary source for broadband information for the
genera! public. ..
-The mapping tooi contains an address look up function that cu rrentiy notes existing service providers, based on data
reported to the BMI. One of our long standinggoais has been to have this functionaiity aiso incorporate forward iooking
information. -
To thatencl, known and identified, funded and committed last mile connection projects are included in our project in
process information. We have transcribed this iayer of information by ADDRESS into the address iookup function under
the heading "future service providers".
This should serve as a single source for ail residents in unserved broadband locations to understand WHAT company will
be their service provider. The address look up mapping function can be viewed at both diai up and DSL or better speed.
The second question that unserved foiks always ask WHEN wili i have service? This is where we need your
assistance. The most relevant data is: .
1) Timeline of a project or project segment, by area/ town
2} Status of cornpietion
3} Service is now avaiiabie
lwould like to work with each entity( project owner) on a regular basis to be abl-e to craft a project update
that can be posted in the Connect VT section of the website. These can be customized by
provider, with the information orronged as you wish. You craft and provide, the Connect VT role will -be to assure that
the information is" posted in a timely manner to the -site for the genera! pubiic to view. Haif of the battle is taking away
the uncertainty that folks iive with and sharing the good news about connections coming their way.
To this end, can each organization reach out in the next week or so to discuss how we might best accompiish this?
