that the bank will spend close to $500 million on its AML remediation program this year and a comparable amount
next year, with the majority of management's actions to be completed by the end of 2025.

ABA Foundation and FBI Release New Infographic to Help Americans Spot and Avoid Deepfake Scams
American Bankers Association (09/03, Staff Writer) reported that the American Bankers Association Foundation
and the FBI have released a new infographic to educate the public about deepfake scams. The article noted
that according to the FBI, over 4.2 million fraud reports have been filed since 2020, resulting in over $50.5 billion in
losses, with a growing portion stemming from deepfake scams. According to the article, the infographic provides
tips to help consumers recognize and avoid deepfake scams, including verifying identities, stopping and thinking
before responding to urgent requests, and reporting scams to the FBI. Quoted in the article, FBI Criminal
Investigative Division Assistant Director Jose A. Perez stated, "The FBI continues to see a troubling rise in fraud
reports involving deepfake media. Educating the public about this emerging threat is key to preventing these scams
and minimizing their impact. We encourage consumers to stay informed and share what they learn with friends
and family so they can spot deepfakes before they do any harm. Our partnership with the ABA Foundation reflects
a shared commitment to protecting consumers and advancing this important public awareness effort."
CCP-Backed Hacking Operations Breach Hundreds of U.S. Groups
The Epoch Times (09/03, Thornebrooke) reported that the Chinese Communist Party (CCP) has been backing
hacking operations against the U.S. and other nations since at least 2019, with the group known as Salt Typhoon
breaching hundreds of organizations. According to the article, the hacking attempts have targeted various sectors,
including telecommunications, government, transportation, and military infrastructure networks, with over 200
U.S.-based organizations and foreign organizations in 80 nations affected. The article noted that the breached data
has likely enabled the CCP to track the movements and communications of its targets in real time, with three
China-based companies providing cyber-related products and services to China's intelligence services. "Active since
at least 2019, these actors conducted a significant cyber-espionage campaign, breaching global
telecommunications privacy and security norms," Brett Leatherman, head of the FBI's Cyber Division, said in a pre-
recorded statement. "Beijing's indiscriminate targeting of private communications demands our stronger
collaboration with partners to identify and counter this activity at the earliest stages." The American Hospital
Association (09/03, Staff Writer) also reported on the story.
FBI Warns Seniors Are Being Targeted in Three-Phase Phantom Hacker Scams
FORTRA (09/03, Cluley) reported that the FBI warned that seniors are being targeted in a three-phase "Phantom
Hacker" scam, which combines social engineering and technology to steal funds. According to the article, the scam
involves three phases: a tech support imposter, a financial institution imposter, and a U.S. government imposter,
aiming to gain the victim's trust and access to their funds. The FBI advised seniors to be cautious and never click on
unsolicited links, download software from unknown parties, or allow remote access to their devices, and to report
any incidents to their local FBI field office and the IC3.
Opinion: Cutting Cyber Intelligence Undermines National Security
An opinion piece published by The Cipher Brief (09/03, McDowall, Montgomery) reported that the U.S. is
undermining its national security by cutting its cyber intelligence capabilities, despite increasing threats from
Russia, China, and Iran. According to the article, the Office of the Director of National Intelligence (ODNI) is
planning to slash its intelligence processing and information sharing services, including the termination of the
Cyber Threat Intelligence Integration Center (CTIIC) and the Foreign Malign Influence Center (FMIC). The cuts, part
of the "ODNI 2.0" plan announced by Director of National Intelligence Tulsi Gabbard, will reduce the U.S.'s ability to
protect itself against cyber threats and foreign influence operations, and may send the nation back to pre-9/11
dysfunction. The article explained that FMIC played a critical role in uncovering online influence operations against
the United States from Iranian, Russian, and Chinese threats throughout the 2024 election cycle. It worked with the
FBI and the CISA to release regular public updates debunking malign content circulated by adversaries. The author
assessed that Gabbard falsely equates FMIC's work with the censorship of American citizens. Instead, cuts to the
center will reduce Washington's ability to protect American citizens from the state-sponsored influence operations
running rampant on the internet.

Mid Hudson Times (09/03, Staff Writer) reported that Dominic Mamaat, 46, a fugitive wanted on multiple sex

successful joint operations with agencies like the FBI and Interpol as proof that international cooperation can

Family of Arizona Man Killed in 2016 Oregon Standoff Criticizes Director Patel
AZ Central (09/03, Ruelas) reported that the family of LaVoy Finicum, an Arizona man killed in the 2016 Oregon
standoff, is criticizing Director Patel for awarding medals to the agents involved in the operation. The family claims
the citations for the medals contain factual errors, contradicting court testimony and official accounts of the
shooting, including the claim that Finicum rammed his vehicle into an FBI vehicle. The article noted that Finicum's
widow, Jeannette Finicum, plans to meet with lawmakers in Washington, D.C., to ask for a correction of the official
record, but not the return of the medals, seeking to have the facts set straight about her husband's death.
Democrats Call for Firing of January 6 Defendant Who Works at Justice Department
The Guardian (09/03, Levine) reported that three Senate Democrats (Dick Durbin, Sheldon Whitehouse, and Adam
Schiff) are calling for the firing of former FBI Agent Jared Wise, a January 6 defendant who works at the Justice
Department. According to the article, Wise was charged with felonies for his role in the January 6 riot, where he
urged fellow rioters to kill police officers. Still, his case was dismissed after Donald Trump issued sweeping pardons.
The article noted that the Democrats have written a letter to US Attorney General Pam Bondi requesting Wise's
immediate termination and seeking details about his role at the Justice Department, including his security
clearance and job description.
Chicago FBI Special Agent in Charge Douglas Depodesta on Why Crime Is Dropping in the City
CBS News (09/03, Tye) reported that Chicago FBI Special Agent in Charge Douglas DePodesta stated that crime in
the city is dropping due to law enforcement partnerships among the FBI, Chicago police, and the Cook County
Sheriff's Office. According to the article, Special Agent DePodesta stated, violent crime statistics show a significant
decrease, with homicides down 32%, robberies down 38%, and shootings down 36%. The article noted
that DePodesta emphasizes that the partnership between law enforcement agencies remains strong, despite tough
rhetoric from leaders, and that any help to reduce violent crime is welcome, while also noting that the decision to
send the National Guard is made in D.C.

National Incident-Based Reporting System (NIBRS) agency by the FBI, effective August 29, 2025. According to the

House Republicans Form New Subcommittee to Probe Jan. 6
EFTA01655426
The Washington Post (09/03, Goba, Kane) reported that House Republicans have formed a new subcommittee to
reinvestigate the January 6, 2021, attack on the US Capitol. According to the article, the subcommittee, likely to be
headed by Rep. Barry Loudermilk (R-Georgia), will have subpoena power and aims to uncover the "full truth" about
the attack. The article explained that Democrats have criticized the move, saying it's an attempt to reopen a
polarizing chapter in American politics and undermine the work of the original January 6 select committee, which
was led by Democrats. The article highlighted that the Jan. 6 clash — which spawned the largest domestic
investigation in the FBI's history — left Congress, especially the House, cleaved in a bitter partisan divide.
Feds in LA Launch Animal Abuse Task Force
MynewsLA (09/03, Staff Writer) reported that federal officials in Los Angeles have launched a new task force to
prosecute animal abuse cases, including "animal crush" videos. According to the article, the task force will be led by
federal prosecutors and will work in partnership with agencies such as the FBI and the Los Angeles Police
Department. "Animal abuse is among the most heartbreaking and despicable types of crimes that law enforcement
sees," Acting U.S. Attorney Bill Essayli said in a statement. "Together with our federal and local partners, my office
intends to root out and punish those who profit from hurting animals."
Police Agencies Lower Education Standards as Staffing Shortages Persist
The Ohio Capital Journal (09/04, Ruelas) reported that police agencies in the U.S., including the New York Police
Department and the Dallas Police Department, are lowering education standards for new recruits to address
staffing shortages. According to the article, the FBI will no longer require a four-year degree for new recruits
starting in October, and other federal agencies like ICE are also loosening their standards. The article explained that
experts say that while a college education can be beneficial for police officers, it's not the only factor in
determining what makes a good officer, and agencies should consider other characteristics like work history,
maturity, and judgment.

• Carnegie: What Americans Really Think About the United Nations — Thursday, September 4, 2025. Location:
Online event, 11:00 AM. President Donald Trump is dramatically reshaping U.S. relations with international
institutions. He has withdrawn the United States from WHO, UNESCO, the Human Rights Council, and the
Paris Climate Agreement; ordered a review of all international treaties and organizations of which the United
States is a member; and proposed slashing U.S. funding for the United Nations by more than eighty percent.
However, these "America First" moves appear to be out of step with actual U.S. public attitudes. Indeed,
recent polling from the Program for Public Consultation shows strong bipartisan domestic support for
sustained multilateral cooperation, UN agencies, and even the International Criminal Court.
• Atlantic Council: Private sector perspectives on the future of US-Brazil trade relations — Thursday, September

• Hudson Institute: Freeing China's Political Prisoners — Thursday, September 4, 2025. Location: Online event,
11:30 AM. Given the scope and scale of the political prisoner crisis across China, the United States needs to
do more to secure political prisoners' release. The Chinese Communist Party holds at least 1.8 million
Uyghurs in political prison camps and nearly 1,000 political prisoners in Hong Kong. In addition, the CCP
extrajudicially detains many Tibetans, Christians (including pastors), and political dissidents. This is largely
because the CCP sees political prisoners as an essential method of quashing dissent and retaining its power.
• Hudson Institute: The Digital Front Line: Building a Cyber-Resilient Taiwan — Thursday, September 4, 2025.
Location: Online event, 2:00 PM. Taiwan sits at the intersection of geopolitics and global supply chains, and
its democracy, technological prowess, and strategic location make it both a symbol and a target. As tensions
with China grow, the island faces not only the threat of a potential economic blockade or military invasion,
but also the danger of cyberattacks. Cyber resilience is a vital component of deterring Chinese aggression
against Taiwan.
