Non-paper for Pak recipient: in view of developments as reported to you, the Pak Anny has already agreed to provide security in the danger zones (except some areas where this will be on "as is" basis). Hence we do not need a Non-Paper vetmesting this. The Pak Army is very sensitive on the issue that it is not responding to any external request! 2. A financial $ donation & additional request to the Foundation or ??: (i) to cover any special additional outlays beyond budgeted military needs; (ii) a donation to the Anny's Widows & Orphans Fund, for the families of soldiers (not officers) killed in encounters with the Taliban. 3. We need to discuss the $ amount and how to deliver the cheque (from whom, via which entity). We need to be cautious to pre-empt criticism on any $ to the Pak Anny, the Martyrs Fund is OK (unfortunate terminology, cannot be avoided). You should deliver the cheque in person, but without publicity. 4. We need to discuss the modalities & extent of IPI's nolio-related tooperation with WHO, since IPI's contract is with the Foundation. Subscquently, at the BMGF-organized polio meeting in London 8 May, Andrea tould extend an invitation to the 2 WHO men and BMGF to visit IPI Vierma for talks. 5. Potential travel ban on Pakistanis without polio vaccination certificate: India & Georgia (!!) have introduced this, Pak Govt apprehensive about others following suit. Saudi Arabia was ging to follow but has withdrawn as it needs Pak help in Syria!
