RE: Letter of Resignation, Robert Watkins
tis with a heavy heart that | submit my formal resignation from my position as a Code
Enforcement Officer with the City of West Palm Beach, effective March 13,2025 a 1:30
pm.
‘Over the past nine years, | have dedicated myself to serving the city | grew up in, taking
pride in my work and the positive impact | have made within the community. However, due
to ongoing racial discrimination, unethical disciplinary practices, harassment, and
retaliation within the Code Enforcement Department, | can no longer remainin this role
without jeopardizing my mental well-being.
Ihave made efforts to address these issues through the proper channels, including
reporting concerns to my Department Manager, Mark Joyce, Department Director Jennifer
Ferriol, Human Resources, and Mayor, Keith James. Despite following the city’s established
procedures and filing complaints through the Equal Employment Opportunity(EEO) system
internally, my concerns have not been taken serious, and instead of action being taken to
address these issues, | have faced further retaliation, including administrative leave for
filing to0 many EEO complaints. Unfortunately, those responsible for creating this hostile
‘work environment have been allowed to continue their behavior unchecked.
For the past two and a half years, | have endured and reported instances of discrimination,
nepotism, and xenophobia, cyberstaiking, and threats only to see them persist. Under the
current leadership, the Code Enforcement Department has become an environment of
e—
hate and retaliation, making it impossible for me to continue my service in good
conscience.
Despite these challenges, |am grateful or the experiences and the opportunity to serve my
community. am available to participate in an ext interview at your convenience to provide
further insight nto my experiences and recommendations for the future ofthe department.
Inthe absence of an ext interview, please see the attached exhibits to this etter.
