Congratulations on your election as California?s Attorney General!
I am Writing to invite you to be the honored guest at the California Roast on May 28, 2019.
The historical list attached has the top California elected officials we have honored in thirty-
five years including Attorney Generals, Governors, Senate Presidents and Speakers. This
event is a Sacramento tradition. We would be honored if you would accept.
Last year we did a California Toast of Women. This year we?return to the California Roast,
an opportunity for panel guests to honor you and your contributions with a lively and
humorous exchange. The panel would be selected in consultation with vou and vour staff.
This is an extraordinary event and it is my final ask of elected officials as I turn over the
California Center after nearly four decades as the founder to a new Executive Director.
Belen Flores, the first woman and Latina, will take over for me on June 1, 2019.
Proceeds benefit our multi-partisan programs for young people, more important now than
ever in our democracy. Our programs include Green Focus, Women in Politics and an
array of foundation supported efforts in challenged communities. We are also the fiscal
host and mentoring coordinator for the She Shares project.
Five hundred people attend the event including legislators and the staff, executive branch
officials and appointees, lobbyists, political consultants and friends of the guests. The
audience enjoys the good natured exchange among the honored guests, and the history
and future of California that' Is conveyed.
We handle logistics, invitations and promotion so as not to burden your staff. The event is
presented as a fundraiser for the California Center for Civic Participation. We are
supported by foundations, associations and corporations who do business in California.
Honorees are encouraged but not required to attend the reception and dinner. The
reception is from 5:30-7:15 PM, dinner is from 7:15-8:00 PM, and the Roast is from 7:45-
9:15 PM. The event is at the Sheraton Grand Hotel in Sacramento.

Thank you for the clari?cation. The program is scheduled to run from 6:30~9:30pm. The
event it self runs until 11pm because there is cocktail hour and dancing after the program,
but those are option of the attorney general would like to stay. The event itself should be
over by 10:00 for the attorney general to leave since it is likely people will want to talk to
him after his address. However if he is unable to stay for too long we can accommodate
his earlier departure. Please let me know if there are any other questions I can provide
clari?cation on.

On behalf of Lisa Garcia Bedolla, Director of the Institute of Governmental Studies at UC
Berkeley, we would like to invite Attorney General Xavier Becerra to deliver a keynote
speech prior to our Qalifnrnia Yates 2121 8 conference. The main conference will be on Friday,
Feb. 1 but the keynote speech would be in the late afternoon on Thursday, an 31 at a location
on or near the Berkeley campus. We could work with you to determine an exact time for the
Speech.
The conference will examine the results of the 2018 election cycle in California, but the
Attorney General could speak on any topic he wishes. We would anticipate a crowd of -
approximately 100 people for the keynote speech, drawn both from campus and from the
. Berkeley cemrnunity.

Thank you Brooke for taking the time to talk with me today.
As I indicated, we had tried for 3 months to get a response from UC
Berkeley School of Law Dean Chermerinsky as to his availability, bUt did
not get a response until late December. We start the planning and
contacting speakers in the Spring and early summer of the year prior to
the conference. I am attaching the draft Brochure Flyer so you can see our
extensive program. We are now behind in getting the flyer out as we have
not confirmed our Friday lunch speaker. We are heping Attorney General
Becerra will be able to speak for us in Roseville, California either on Friday,
Apruil 12 at noon, or on Saturday, April 13 at noon. I am able to switch
lunch speakers without any problem.
I understand that you generally do not review requests earlier than 60
days out, but I am hoping you can let me know if either of those days will
work. If not, then I will need to immediately go back to the drawing board
to find a speaker.

Department of Justice to investigate an unexplained ?surcharge? that has been identi?ed in the
state?s gasolinelprices. The primary basis for this request is in the ?ndings of the 2017 ?Final
Report? of the Petroleum Market Advisory Committee, which was established by the
California Energy Commission in 2014. -

Dear Colleagues,
it is my pleasure to announce the following two appointments:
Philip ?Phil? Ferrari, as Special Assistant to'the Attorney General. Phil will advise me and the
Chief Deputy on white collar crime and criminal justice matters.
For nearly two decades, Phil has worked as a federal prosecutor with the United States
Attorney?s Office for the Eastern District of California, most recently as the Chief of the
Criminal Division. He has a wealth of experience and a deep interest in our criminal justice
system. At the U.S. Attorney?s Office, he handled a wide variety of federal criminal
prosecutions with a focus on white?collar crime, including investment fraud, mortgage fraud
and health care fraud. He has extensive trial experience and has made multiple appearances
in the Ninth Circuit. As Chief of the Criminal Division for the U.S. Attorney?s Office, he had
supervision responsibilities over all prosecutions in the Eastern District, and he directly
supervised the District?s National Security Unit, as well as the Criminal Division unit chiefs in
Sacramento and the Victim?Witness Unit. From 2016 to 2017, he served as the First Assistant
U.S. Attorney, second in command to the U.S. Attorney and assisted in the management and
direction of more than 170 attorneys and support staff. Before joining the U.S. Attorney?s
Office, Phil served in private practice at McCutchen, Doyle, Brown Enersen (now Morgan,
Lewis Bockius) as part of their commercial litigation group, and he clerked for the Honorable
J. Hamilton at the United States District Court for the Northern District of California.
Phil graduated cum laude from the University of California Hastings School of Law with a Juris
Doctor and a bachelor?s in English from the University of California, Los Angeles. in Phil?s
spare time, he has served as a Big Brother for Big Brothers/Big Sisters of Sacramento, coached
youth soccer'and baseball, developed a mentor program for students from Luther Burbank
High School, and helped to establish Operation Protect and Defend, a civics education
program focusing on Constitutional rights, at high schools in the Fresno area.
Joe Adkins, as Director of the Technology Support Bureau (TSB) within the California Justice
Information Services Division.
Joe brings over 20 years of information technology (IT) experience, including over six years as
Assistant Director assisting CJIS leadership with strategic planning and management of iT
solutions. Most led the Production and Network Services Branch overseeing a
team of engineers who handled several large scale implementations for internal and external
clients. He has been instrumental in ensuring the delivery of services and information through
cost?effective, innovative, reliable and secure technology.
Prior to joining DOJ, Jo'e worked at several other state agencies such as the Office of
Technology Service, the Employment Development Department, and the Department of
Motor Vehicles, working his way up through the ranks into upper management, _Joe has a
proven record as an innovative leader, delivering complex IT projects,and providing -
exceptional customer service. Joe also served in the United States Air Force, for which we are
thankful for his service.
